Main rules of Eurovision Song Contest (as of 2016 edition):
The Eurovision Song Contest is an international coproduction by EBU Members which is carried out under the auspices of the European Broadcasting Union (the "EBU") as part of the television programme exchange known as Eurovision. A maximum of 46 Active EBU Members shall be allowed to participate (the "Participating Broadcasters"). The ESC is composed of three live Shows, two Semi-Finals usually taking place on Tuesdays and on Thursdays and one Final taking place on Saturdays.

Active EBU Members from a maximum total of 26 countries shall compete in the Final. There shall be six guaranteed places therein (i.e. one for the producing organization (the "Host Broadcaster"), five EBU Members from France, Germany, Spain, Italy and the United Kingdom). Subject to a decision by the EBU in consultation with the Reference Group, the number of guaranteed places in the Final may be modified depending on circumstances. Apart from the six broadcasters with guaranteed places, all Participating Broadcasters from a maximum of 40 countries shall compete in one of the SemiFinals for the remaining places in the Final.
The allocation of the countries to the two Semi-Finals and the position of appearance of the Host Broadcaster in the Final shall be decided by means of draws organized by the Host Broadcaster. The Shows are presented on stage, in both English and French, by the international presenters.
All Active EBU Members wishing to participate in the ESC must complete the confirmation of participation form attached to the regulations and return it to EBU. On the basis of the replies received, the EBU Permanent Services shall draw up the list of Participating Broadcasters and shall notify to them the preliminary participation fees. If more than 45 countries apply to participate in the ESC, the Reference Group shall decide which countries shall have priority to participate. One criterion may be to give priority to countries which have participated the most often in the five previous editions of the ESC. The remaining countries shall be placed on a waiting list and shall be notified accordingly. Any EBU Member accepted as a Participating Broadcaster may withdraw without incurring any financial penalty until the Withdrawal Deadline (10 September 2016). If after the Withdrawal Deadline a Participating Broadcaster withdraws or is disqualified for non-compliance with these Rules, it shall remain liable for paying 100% of its final participation fee.
Entries
The compositions (lyrics and music) must not have been commercially released before 1 September 2015. In case the composition has been made available to the public, for example, but not limited to, on online video platforms, social networks or (semi-) publicly accessible databanks, the Participating Broadcaster must inform the ESC Executive Supervisor, who shall have authority to evaluate whether the composition is eligible for participation in the Event. In particular, the ESC Executive Supervisor shall assess whether such disclosure prior to the Release Date is likely to give to the composition an advantage in the Event vis-à-vis the other compositions. The ESC Executive Supervisor shall authorise or deny participation of a composition which may have been available to the public as described above, subject to the prior approval of the Reference Group. The maximum duration of each song is three minutes. Any song/performance which is longer may be disqualified by the EBU Permanent Services after consultation with the Reference Group.
Each performance may consist of a maximum of six people on stage. No live animals shall be allowed on stage. All artists competing in a Semi-Final must be aged at least 16 on the day of the Final. All artists competing only in the Final must be aged at least 16 on the day of the Final. No artist may compete for more than one country in the ESC in a given year. Each Participating Broadcaster is free to decide the language in which its artist(s) will sing. Artists shall perform live on stage, accompanied by a recorded backing-track which contains no vocals of any kind or any vocal imitations. The Host Broadcaster shall verify respect for this rule. The stage performance shall be identical in all second Dress Rehearsals and during the live Shows.
Changes to the lyrics, the artist or group (including its name), the title of the song and the language of the performance (i.e. all elements which appear in printed material such as brochures, CD covers and booklets) shall be allowed only up until the date of the HoD Meeting. Any later changes may be approved only by the Host Broadcaster, in consultation with the EBU Permanent Services, but in such a case an automatic penalty shall be applied. The lyrics and/or performance of the songs shall not bring the Shows, the ESC as such or the EBU into disrepute. No lyrics, speeches, gestures of a political or similar nature shall be permitted during the ESC. No swearing or other unacceptable language shall be allowed in the lyrics or in the performances of the songs. No messages promoting any organization, institution, political cause or other, company, brand, products or services shall be allowed in the Shows. A breach of this rule may result in disqualification.
Each Participating Broadcaster undertakes to make every effort to promote its national selection process in its national media, including the promotional trailer for the ESC and/or news coverage and broadcast the Previews in advance of the Shows; in a national ESC Website dedicated to its national selection or a dedicated webpage within its main website (published at the latest by 1 February 2016). Each Participating Broadcaster shall make its best efforts to render such national website as appealing as possible. In addition, each Participating Broadcaster shall publish on its website the rules regarding its national selection process, and the rules and criteria used for the national televoting, in order to ensure transparency. After the national selection each Participating Broadcaster shall also publish a complete account of the execution of these rules and criteria.
Submission
Each Participating Broadcaster shall make available to the Host Broadcaster, at the meeting of the Heads of Delegation:
a) Original master recording (professional studio recording) of the track as it is being performed at the ESC: a full version on a CD (on FTP server or via Yousendit) for the CD compilation; a full version without the lead vocal(s) (but including backing singer vocals) to be used as karaoke version; complete label copy including the following exact information on the participating song (title, names of artists / composers / lyricists / publishers); high resolution photos of the artist(s); the lyrics (in Roman letters, in original language, in Enlighs and French translations if applicable); biographies (with English and French translations as applicable) and any relevant material for publication on the official website of the ESC.
2) Video of local performance, music and/or presentation video (the "Preview materials") to be used on DVD compilation and in TV/Internet marketing
and no later than 8 weeks prior to the ESC:
3) Two copies of a sound recording of its entry and the corresponding backing-track (which shall contain no vocals of any kind or any vocals imitations), where applicable
4) Two copies of a video clip of the song, on DigiBeta, Beta SP or SX tape to be used as preview
and no later than 30 days before the first semi-final:
4) Provide a video presentation of the song on stage by the artist(s) participating in the Shows (for internal use by the camera director, any format therefore being acceptable), clearly showing how the song will be performed on stage.
5) Complete the forms regarding information on the stage performance (including the positions and movements on stage), the performers, make-up and hair-dressing; indicate whether it wishes to use pyrotechnical effects on stage. This matter shall be decided by the Host Broadcaster and the EBU Executive Supervisor in close cooperation with the fire and security authorities at the venue; if the material in question is needed by the artist(s), provide a written request to the Host Broadcaster to have a drum kit and/or grand piano made available on stage or other instruments and/or stage design elements on stage for decorative purposes. No instruments on stage shall be connected to a microphone. (Dummy microphones shall be possible.) If the request is acceptable to the Host Broadcaster, the latter shall accord its permission in writing.
Sanctions
A song may be disqualified for the following reasons:
(i) If there is evidence that an artist, a member of the delegation or a spokesperson has not complied with the requests of the Host Broadcaster and/or the EBU Executive Supervisor and may therefore cause disruption to the event and/or the broadcast productions.
(ii) If the artist(s) depart(s) from the planned performance as performed at the dress rehearsals, or if the voting process in relation to a given song reveals anomalies in relation thereto and thereby cause(s) disruption to the event and/or the broadcast productions/transmissions and/or to the outcome of the competition.
(iii) If a participating organization or artist(s) has in any way attempted to breach the present Rules at any stage of the preparation of the ESC, or is about to do so during the Shows themselves.
The Reference Group upon recommendation of the EBU Permanent Services shall be competent to pronounce any disqualification on the grounds mentioned above.
In case of disqualification on the basis of the grounds listed above, the Participating Broadcaster shall have no right to participate actively in the Event. However, the Participating Broadcaster can be compelled to run the voting process in its country. It shall consequently retain the right to broadcast the Shows. In any case, the Participating Broadcaster shall remain liable to pay its final participation fee to the EBU.
If disqualification of a song is decided upon before the HoD Meeting, the Participating Broadcaster shall have 20 working days from the date of the notification of the decision to file an appeal before the Chairman of the Eurovision Television Committee. If disqualification of a song is decided upon after the HoD Meeting, but before the first Semi-Final, the Participating Broadcaster shall, if time permitted, file an appeal before the Chairman of the Eurovision Television Committee, otherwise appeal shall be filed with the EBU Permanent Services.
A Participating Broadcaster may be excluded from successive editions of the ESC if it (including any employee, agent, subcontractor, affiliate, artist or member of its delegation) commits a grave breach of the Rules ; in particular but such example not being limitative, shall be regarded as a grave breach of the Rules, the fact that a Participating Broadcaster, by its behaviour, allows the integrity of the results of the voting (televoting and/or national jury voting) to be called into question; it (including any employee, agent, subcontractor, affiliate, artist or member of its delegation) repeatedly breaches an essential provision of the Rules; it is directly or indirectly involved in attempts to unfairly influence the results and/or the outcome of the ESC. A Participating Broadcaster may be excluded from future editions of the ESC. No exclusion shall be for more than three successive editions. For the avoidance of doubt, if attempts to unfairly influence the results and/or the outcome of the ESC in favour of the winning song are detected, the Participating Broadcaster having entered that song shall be denied from the right to host the next ESC. Exclusions shall be pronounced by the Eurovision Television Committee following a recommendation by the Reference Group.
Penalties shall automatically be due in the following cases:
1. If the selected song (together with the backing-track) is not delivered as per the deadline. The penalty shall amount to 30% of the final participation fee (minimum 5,000 Swiss francs and maximum 20,000 Swiss francs);
2. If the language of the lyrics of the selected song is modified after the HoD Meeting; 3. If the title of the selected song is modified after the HoD Meeting; 4. If the lyrics of the selected song, biographies and pictures of the artists and other information for the official website of the ESC and the CD DVD Compilation albums are not delivered at the HoD Meeting; The penalty shall amount to 10% of the final participation fee (minimum 2,000 Swiss francs and maximum 7,000 Swiss francs) each time a delay in delivering a given material mentioned thereunder occurs.
5. In case of breach of the accreditation Code of Conduct by one or more members of a Participating Broadcaster's delegation. The penalty shall amount to 5% of the final participation fee (minimum 1,600 Swiss francs and maximum 5,000 Swiss francs).
Broadcast
Each Participating Broadcaster shall broadcast live the Semi-Final in which it has a contestant in its entirety on one of its main national terrestrial channels. In the Semi-Final in question their viewers shall be given the possibility to participate in the televoting, it being understood that the Semi-Final may be broadcast on one of their secondary national terrestrial channels. All Participating Broadcasters shall broadcast the Final live in its entirety on one of their main national terrestrial channels.
Each Participating Broadcaster shall make recordings of the second dress rehearsal of the Final and of that Semi-Final for which a live broadcast is compulsory for the Participating Broadcaster. These recordings shall be used as local back-up and shall be broadcast by the Participating Broadcaster in case problems occur with the live transmission.
All broadcasters shall transmit the Eurovision signature tune and logo and the relevant ESC logo at the start and at the end of the Shows. All Participating Broadcasters shall, before any national programme leading up to the ESC (including the national selection programmes), broadcast an ESC vignette to be provided by the EBU.
All Participating Broadcasters shall be granted the following rights, on their own territory: to broadcast on a linear basis (live or deferred) an unlimited number of times until the next ESC, on their main or secondary terrestrial channel; on their own wholly-owned radio, digital or satellite channels; on a wholly-owned website, only with the national commentaries and provided that the webcast is unchanged, unabridged and simultaneous with the live or deferred broadcasts of the Participating Broadcaster's own national broadcasts of the Shows on its terrestrial channel.
Voting
Viewers in the countries of the Participating Broadcasters are invited to vote for their favourite songs (without the possibility of voting for the song representing their own country) by means of televoting, which shall be implemented in all the countries of the Participating Broadcasters. In addition, in each participating country, there shall be a National Jury to be appointed by that country's Participating Broadcaster to vote in the Semi-Finals and in the Final.
Each National Jury shall vote in accordance with the instructions included in the so-called "Green Document" and shall be composed of five members, including a chairperson.In addition, each Participating Broadcaster shall appoint a back-up member in case a member cannot fulfil his duty. Members shall not have been part of a National Jury the preceding two years. Members of the National Juries must pursue one of the following professions within the music industry: radio DJ, artist, composer, author of lyrics or music producer. There shall be a balance among the members of each National Jury to ensure sufficient representativeness in terms of gender, age and background. All members of the National Juries shall be citizens of the country they represent. No member of a National Jury shall be connected in any way with any of the participating songs entered and/or artists performing in the ESC in such a way that they cannot vote in complete independence and impartiality. By judging each song each jury member will focus on the vocal capacity of the artist(s), the performance on stage, the composition and originality of the song, and the overall impression by the act. The names of the members of the National Juries shall not be disclosed until the EBU publishes them on the Official ESC Website (i.e. on 1 May before the ESC). The same National Jury shall vote in the Semi-Final and in the Final.
With respect to the televoting, the song which has received the highest number of votes shall be ranked first, the song which has received the second highest number of votes shall be ranked second and so on until the last song. With respect to the National Jury voting, the jury members shall rank first their favourite song, second, their second favourite song, third, their third favourite song, and so on until their least favourite song which shall be ranked last. Abstentions are not allowed, except that the song representing the country of the Participating Broadcaster which has appointed the National Jury shall be excluded from the vote. In both Semi-Finals and in the Final, the ranks of the televoting and the National Jury shall be combined.
The EBU Permanent Services shall decide during the SemiFinals and the Final whether only the National Jury votes shall be used. In particular, the EBU Permanent Services may decide to use such votes in a given country if an insufficient number of televotes has been registered in that country.
National Jury shall meet in its own country on the day of the second Dress Rehearsal of the Semi-Final in which it is responsible for voting and on the day of second DressRehearsal of the Final. The National Juries shall watch the live transmission of the second Dress Rehearsals and proceed to vote in accordance with the EBU's instructions. If it appears that votes are casted only in the intent to abuse the voting system or to false the final results or have not been undertaken in accordance with the Green Document, the EBU Permanent Services, in consultation with the Pan-European televoting partner, the independent auditor of the voting process and the chairman of the Reference Group reserve the right to remove such votes for allocating the ranks.
If there is a tie between two or more songs when the combined calculation between televotes and National Jury votes is used to determine the final ranking of the songs in the Semi-Finals or in the Final, the song(s) which obtained the most votes from the televotes shall be ranked highest. Should two or more songs receive exactly the same number of televotes in a given country, the results of the National Jury shall be used to determine their respective ranks. Should two or more songs receive exactly the same rank from a National Jury, the order shall be ascertained by a show of hands by the members of the National Jury. If there is still a tie, the final order shall be decided by the vote of the youngest member of the National Jury.
Should there be a tie for the last position in a Semi-Final (because two songs have received the same number of points) or for the first place in the Final, as well as any other situation where a tie occurs, the winner shall be the song which has obtained points from the highest number of countries. If the tying songs have received points from the same number of countries, the highest number of 12-point scores shall be decisive. If the winner still cannot be determined by this procedure, the number of times ten points have been awarded shall be the deciding factor. If necessary, this method shall continue until account has been taken of the number of times one point has been awarded. In the very unlikely case that after applying the above procedure in a Semi-Final there is still a tie concerning the qualifying ranks and non-qualifying ranks, the tie shall be resolved by giving precedence to the country which was earlier in the running order for the Semi-Final in question. The same procedure shall be used to resolve any other ties.
The full results of the televoting and jury voting in the SemiFinals and the Final, as well as the individual ranking submitted by each jury member, shall be announced on the official website of the ESC, www.eurovision.tv, after the end of the Final and such results may be made available on National Websites of the Participating Broadcasters.
By applying to participate, each Member must also be willing and able to host the next ESC with all its obligations. If so required by the EBU, the Participating Broadcaster which has entered the winning song shall: be obliged to host the next edition of the ESC; provide a financial guarantee, which shall be, if the EBU Permanent Services so require, a pre-condition for the EBU definitively entrusting the Participating Broadcaster which has entered the winning song with the organization and production of the next edition of the ESC. Should a Member not accept or abide by any of those rules, or if that Member cannot fulfil all the requirements listed in Annexe 1 and further detailed in the Host Broadcaster agreement, or if attempts to unfairly influence the results and/or the outcome of the ESC are detected in favour of the song entered by that Member, the EBU Permanent Services shall be free to pass the option to host the ESC to another EBU Member, subject to its acceptance of the Host Broadcaster rules. That other EBU Member shall be chosen by the EBU Permanent Services at their sole discretion.
European Broadcasting Union has revealed changes in the voting format for the Eurovision Song Contest. They are addressed to the issues of shortening of the final show as well as making voting sequence more exciting to follow. In particular, the votes of professional juries and televoters from each country will no longer be combined, but each of them will award a separate set of points from 1 to 8, 10 and 12. This now means the top 10 countries in both the jury and televote will receive points. Also, the results will now be announced similarly to the system used in Swedish preselection Melodifestivalen.
New system will allow to cut in the time of the interval act of the competition, and to start results revelation immediately or shortly after the televoting lines are closed. After viewers have cast their votes by telephone, SMS or using the official app, each national spokesperson from the 43 participating countries will be called in to present the points of their professional jury. Spokesperson will announce only 12 points of the national jury with results 1-10 shown on screen automatically. The professional jury result of each country will continue to be determined based on the full ranking of all five jury members. When the jury scores are presented, the order is determined by an algorithm to keep the tension as high as possible.
Also, as juries will watch and vote on the evening Dress Rehearsal (the so-called Jury Semi-Finals and Jury Final respectively), one day prior to each live show, it would be possible to rehearse throughout the speeches of the spokespersons in advance. Spokespersons will receive special support, coaching and coordination from SVT to sharpen their minute in the spotlight. "We must avoid half of them saying "what a wonderful dress" or "what a wonderful show", says contest producer Christer Björkman. "They'll bring out their personality and get help to stand out. We must not replace 8 and 10 with empty talk. That's why we want to help them get an own value. They often have their own ideas that we should help them to focus on and be fine". SVT will also carefully measure the time that spokesperson use to keep the schedule. "We will go through the script, help them find their own approach and watch so that they can keep time".
After the presentation of the scores from the juries, the televoting points from all participating countries will be combined, providing one score for each song. These televoting results will then be announced by the host, starting with the country receiving the fewest points from the public and ending with the country that received the highest number of points, building towards a guaranteed climax. The points given by televoters in each country will be made available via Eurovision.tv and in the official app shortly after the end of the Grand Final. In addition, EBU, its voting partner Digame and Host Broadcaster SVT will facilitate broadcasters with the possibility to show the national televoting results on-screen, before the end of the Grand Final.
If – for whatever reason – a country cannot deliver a valid televoting result, a substitute result is calculated by the audience result of a pre-selected group of countries. These groups and their composition have been pre-approved by the EBU and the Reference Group. Same procedure will apply to the case when a country can not deliver valid jury result, a substitute result based on the jury voting of a pre-selected group of countries will be used.
In any situation where a tie occurs, the winner shall be the song which has obtained points from the highest number of countries in a combined national televoting and jury result (which will be calculated only for this purpose). If the tied songs have received points from the same number of countries, the highest number of 12-point scores shall be decisive. In the very unlikely case that after applying the above procedure there is still a tie, the tie shall be resolved by giving precedence to the country which was earlier in the running order for the respective show in question.
Based on calculations made by the producers, the projected running time of the Grand Final will remain approximately 3 hours and 30 minutes, that's being 30 minutes shorter than last year.
The Semi-Final results will be calculated using the same formula that will be used in the Grand Final. Only the top ten qualifying countries will be announced, as usual. All the results will be available on Eurovision.tv shortly after the Grand Final. If this system was used last year, for example, Azerbaijan would have failed to make it to the final of the competition, replaced by Malta.
The new format, inspired by the voting system of Melodifestivalen, Sweden's national selection format for the Eurovision Song Contest, has been discussed since 2012. The changes increase transparency and were unanimously approved by the Reference Group and the EBU Television Committee, the governing bodies of the Eurovision Song Contest. "All competitions are enhanced by creating a dramatic finish" Eurovision Song Contest Producer, Christer Björkman, says. "We wanted to keep a concept of "douze points", so we tried to find a model that retains it. There were other proposals we waived and then this was a unanimous decision taken by the Eurovision Song Contest Reference Group. It's about creating TV magic", he added. Martin Österdahl, Executive Producer for the 2016 Eurovision Song Contest explained, "In previous years the winner has been known for up to 20 minutes before the end of voting and that's not good TV. This format change will inject a new level of excitement into the finish of the Eurovision Song Contest".
On 23 September the European Broadcasting Union announced a new change in the rules of the contest, which will allow the so-called "Big Five" and the host country to demonstrate in bigger details their entries during the semi-finals, in which they will vote. At the same time, their performances will be shown outside of competition borders, and they will remain the automatic finalists. "It will look so much better to show the Big Five and the host country on the Eurovision Song Contest stage, performing their act as they will be in the Grand Final," says Jon Ola Sand, Executive Supervisor of the contest on behalf of the EBU. To avoid the need to extend the length of the Semi-Finals, shortened to 1.5 minutes clips of the 'Big Five' and host country stage performances will be shown, recorded during the previous night's Dress Rehearsal. As a consequence of this change, the 'Big Five' and the host country representative will have to be present in the host city to rehearse one or two days earlier than before, increasing its promotional opportunities.

All artists competing only in the Final must be aged at least 16 on the day of the Final. No artist may compete for more than one country in the ESC in a given year. Each Participating Broadcaster is free to decide the language in which its artist(s) will sing. Artists shall perform live on stage, accompanied by a recorded backing-track which contains no vocals of any kind or any vocal imitations. The Host Broadcaster shall verify respect for this rule. The stage performance shall be identical in all second Dress Rehearsals and during the live Shows.
Changes to the lyrics, the artist or group (including its name), the title of the song and the language of the performance (i.e. all elements which appear in printed material such as brochures, CD covers and booklets) shall be allowed only up until the date of the HoD Meeting. Any later changes may be approved only by the Host Broadcaster, in consultation with the EBU Permanent Services, but in such a case an automatic penalty shall be applied. The lyrics and/or performance of the songs shall not bring the Shows, the ESC as such or the EBU into disrepute. No lyrics, speeches, gestures of a political or similar nature shall be permitted during the ESC. No swearing or other unacceptable language shall be allowed in the lyrics or in the performances of the songs. No messages promoting any organization, institution, political cause or other, company, brand, products or services shall be allowed in the Shows. A breach of this rule may result in disqualification.
Each Participating Broadcaster undertakes to make every effort to promote its national selection process in its national media, including the promotional trailer for the ESC and/or news coverage and broadcast the Previews in advance of the Shows; in a national ESC Website dedicated to its national selection or a dedicated webpage within its main website (published at the latest by 1 February 2016). Each Participating Broadcaster shall make its best efforts to render such national website as appealing as possible. In addition, each Participating Broadcaster shall publish on its website the rules regarding its national selection process, and the rules and criteria used for the national televoting, in order to ensure transparency. After the national selection each Participating Broadcaster shall also publish a complete account of the execution of these rules and criteria.
Submission
Each Participating Broadcaster shall make available to the Host Broadcaster, at the meeting of the Heads of Delegation:
a) Original master recording (professional studio recording) of the track as it is being performed at the ESC: a full version on a CD (on FTP server or via Yousendit) for the CD compilation; a full version without the lead vocal(s) (but including backing singer vocals) to be used as karaoke version; complete label copy including the following exact information on the participating song (title, names of artists / composers / lyricists / publishers); high resolution photos of the artist(s); the lyrics (in Roman letters, in original language, in Enlighs and French translations if applicable); biographies (with English and French translations as applicable) and any relevant material for publication on the official website of the ESC.
2) Video of local performance, music and/or presentation video (the "Preview materials") to be used on DVD compilation and in TV/Internet marketing
and no later than 8 weeks prior to the ESC:
3) Two copies of a sound recording of its entry and the corresponding backing-track (which shall contain no vocals of any kind or any vocals imitations), where applicable
4) Two copies of a video clip of the song, on DigiBeta, Beta SP or SX tape to be used as preview
and no later than 30 days before the first semi-final:
4) Provide a video presentation of the song on stage by the artist(s) participating in the Shows (for internal use by the camera director, any format therefore being acceptable), clearly showing how the song will be performed on stage.
5) Complete the forms regarding information on the stage performance (including the positions and movements on stage), the performers, make-up and hair-dressing; indicate whether it wishes to use pyrotechnical effects on stage. This matter shall be decided by the Host Broadcaster and the EBU Executive Supervisor in close cooperation with the fire and security authorities at the venue; if the material in question is needed by the artist(s), provide a written request to the Host Broadcaster to have a drum kit and/or grand piano made available on stage or other instruments and/or stage design elements on stage for decorative purposes. No instruments on stage shall be connected to a microphone. (Dummy microphones shall be possible.) If the request is acceptable to the Host Broadcaster, the latter shall accord its permission in writing.
Sanctions
A song may be disqualified for the following reasons:
(i) If there is evidence that an artist, a member of the delegation or a spokesperson has not complied with the requests of the Host Broadcaster and/or the EBU Executive Supervisor and may therefore cause disruption to the event and/or the broadcast productions.
(ii) If the artist(s) depart(s) from the planned performance as performed at the dress rehearsals, or if the voting process in relation to a given song reveals anomalies in relation thereto and thereby cause(s) disruption to the event and/or the broadcast productions/transmissions and/or to the outcome of the competition.
(iii) If a participating organization or artist(s) has in any way attempted to breach the present Rules at any stage of the preparation of the ESC, or is about to do so during the Shows themselves.
The Reference Group upon recommendation of the EBU Permanent Services shall be competent to pronounce any disqualification on the grounds mentioned above.
In case of disqualification on the basis of the grounds listed above, the Participating Broadcaster shall have no right to participate actively in the Event. However, the Participating Broadcaster can be compelled to run the voting process in its country. It shall consequently retain the right to broadcast the Shows. In any case, the Participating Broadcaster shall remain liable to pay its final participation fee to the EBU.
If disqualification of a song is decided upon before the HoD Meeting, the Participating Broadcaster shall have 20 working days from the date of the notification of the decision to file an appeal before the Chairman of the Eurovision Television Committee. If disqualification of a song is decided upon after the HoD Meeting, but before the first Semi-Final, the Participating Broadcaster shall, if time permitted, file an appeal before the Chairman of the Eurovision Television Committee, otherwise appeal shall be filed with the EBU Permanent Services.
A Participating Broadcaster may be excluded from successive editions of the ESC if it (including any employee, agent, subcontractor, affiliate, artist or member of its delegation) commits a grave breach of the Rules ; in particular but such example not being limitative, shall be regarded as a grave breach of the Rules, the fact that a Participating Broadcaster, by its behaviour, allows the integrity of the results of the voting (televoting and/or national jury voting) to be called into question; it (including any employee, agent, subcontractor, affiliate, artist or member of its delegation) repeatedly breaches an essential provision of the Rules; it is directly or indirectly involved in attempts to unfairly influence the results and/or the outcome of the ESC. A Participating Broadcaster may be excluded from future editions of the ESC. No exclusion shall be for more than three successive editions. For the avoidance of doubt, if attempts to unfairly influence the results and/or the outcome of the ESC in favour of the winning song are detected, the Participating Broadcaster having entered that song shall be denied from the right to host the next ESC. Exclusions shall be pronounced by the Eurovision Television Committee following a recommendation by the Reference Group.
Penalties shall automatically be due in the following cases:
1. If the selected song (together with the backing-track) is not delivered as per the deadline. The penalty shall amount to 30% of the final participation fee (minimum 5,000 Swiss francs and maximum 20,000 Swiss francs);
2. If the language of the lyrics of the selected song is modified after the HoD Meeting; 3. If the title of the selected song is modified after the HoD Meeting; 4. If the lyrics of the selected song, biographies and pictures of the artists and other information for the official website of the ESC and the CD DVD Compilation albums are not delivered at the HoD Meeting; The penalty shall amount to 10% of the final participation fee (minimum 2,000 Swiss francs and maximum 7,000 Swiss francs) each time a delay in delivering a given material mentioned thereunder occurs.
5. In case of breach of the accreditation Code of Conduct by one or more members of a Participating Broadcaster's delegation. The penalty shall amount to 5% of the final participation fee (minimum 1,600 Swiss francs and maximum 5,000 Swiss francs).
Broadcast
Each Participating Broadcaster shall broadcast live the Semi-Final in which it has a contestant in its entirety on one of its main national terrestrial channels. In the Semi-Final in question their viewers shall be given the possibility to participate in the televoting, it being understood that the Semi-Final may be broadcast on one of their secondary national terrestrial channels. All Participating Broadcasters shall broadcast the Final live in its entirety on one of their main national terrestrial channels.
Each Participating Broadcaster shall make recordings of the second dress rehearsal of the Final and of that Semi-Final for which a live broadcast is compulsory for the Participating Broadcaster. These recordings shall be used as local back-up and shall be broadcast by the Participating Broadcaster in case problems occur with the live transmission.
All broadcasters shall transmit the Eurovision signature tune and logo and the relevant ESC logo at the start and at the end of the Shows. All Participating Broadcasters shall, before any national programme leading up to the ESC (including the national selection programmes), broadcast an ESC vignette to be provided by the EBU.
All Participating Broadcasters shall be granted the following rights, on their own territory: to broadcast on a linear basis (live or deferred) an unlimited number of times until the next ESC, on their main or secondary terrestrial channel; on their own wholly-owned radio, digital or satellite channels; on a wholly-owned website, only with the national commentaries and provided that the webcast is unchanged, unabridged and simultaneous with the live or deferred broadcasts of the Participating Broadcaster's own national broadcasts of the Shows on its terrestrial channel.
Voting
Viewers in the countries of the Participating Broadcasters are invited to vote for their favourite songs (without the possibility of voting for the song representing their own country) by means of televoting, which shall be implemented in all the countries of the Participating Broadcasters. In addition, in each participating country, there shall be a National Jury to be appointed by that country's Participating Broadcaster to vote in the Semi-Finals and in the Final.
Each National Jury shall vote in accordance with the instructions included in the so-called "Green Document" and shall be composed of five members, including a chairperson.In addition, each Participating Broadcaster shall appoint a back-up member in case a member cannot fulfil his duty. Members shall not have been part of a National Jury the preceding two years. Members of the National Juries must pursue one of the following professions within the music industry: radio DJ, artist, composer, author of lyrics or music producer. There shall be a balance among the members of each National Jury to ensure sufficient representativeness in terms of gender, age and background. All members of the National Juries shall be citizens of the country they represent. No member of a National Jury shall be connected in any way with any of the participating songs entered and/or artists performing in the ESC in such a way that they cannot vote in complete independence and impartiality. By judging each song each jury member will focus on the vocal capacity of the artist(s), the performance on stage, the composition and originality of the song, and the overall impression by the act. The names of the members of the National Juries shall not be disclosed until the EBU publishes them on the Official ESC Website (i.e. on 1 May before the ESC). The same National Jury shall vote in the Semi-Final and in the Final.
With respect to the televoting, the song which has received the highest number of votes shall be ranked first, the song which has received the second highest number of votes shall be ranked second and so on until the last song. With respect to the National Jury voting, the jury members shall rank first their favourite song, second, their second favourite song, third, their third favourite song, and so on until their least favourite song which shall be ranked last. Abstentions are not allowed, except that the song representing the country of the Participating Broadcaster which has appointed the National Jury shall be excluded from the vote. In both Semi-Finals and in the Final, the ranks of the televoting and the National Jury shall be combined.
The EBU Permanent Services shall decide during the SemiFinals and the Final whether only the National Jury votes shall be used. In particular, the EBU Permanent Services may decide to use such votes in a given country if an insufficient number of televotes has been registered in that country.
National Jury shall meet in its own country on the day of the second Dress Rehearsal of the Semi-Final in which it is responsible for voting and on the day of second DressRehearsal of the Final. The National Juries shall watch the live transmission of the second Dress Rehearsals and proceed to vote in accordance with the EBU's instructions. If it appears that votes are casted only in the intent to abuse the voting system or to false the final results or have not been undertaken in accordance with the Green Document, the EBU Permanent Services, in consultation with the Pan-European televoting partner, the independent auditor of the voting process and the chairman of the Reference Group reserve the right to remove such votes for allocating the ranks.
If there is a tie between two or more songs when the combined calculation between televotes and National Jury votes is used to determine the final ranking of the songs in the Semi-Finals or in the Final, the song(s) which obtained the most votes from the televotes shall be ranked highest. Should two or more songs receive exactly the same number of televotes in a given country, the results of the National Jury shall be used to determine their respective ranks. Should two or more songs receive exactly the same rank from a National Jury, the order shall be ascertained by a show of hands by the members of the National Jury. If there is still a tie, the final order shall be decided by the vote of the youngest member of the National Jury.
Should there be a tie for the last position in a Semi-Final (because two songs have received the same number of points) or for the first place in the Final, as well as any other situation where a tie occurs, the winner shall be the song which has obtained points from the highest number of countries. If the tying songs have received points from the same number of countries, the highest number of 12-point scores shall be decisive. If the winner still cannot be determined by this procedure, the number of times ten points have been awarded shall be the deciding factor. If necessary, this method shall continue until account has been taken of the number of times one point has been awarded. In the very unlikely case that after applying the above procedure in a Semi-Final there is still a tie concerning the qualifying ranks and non-qualifying ranks, the tie shall be resolved by giving precedence to the country which was earlier in the running order for the Semi-Final in question. The same procedure shall be used to resolve any other ties.
The full results of the televoting and jury voting in the SemiFinals and the Final, as well as the individual ranking submitted by each jury member, shall be announced on the official website of the ESC, www.eurovision.tv, after the end of the Final and such results may be made available on National Websites of the Participating Broadcasters.
By applying to participate, each Member must also be willing and able to host the next ESC with all its obligations. If so required by the EBU, the Participating Broadcaster which has entered the winning song shall: be obliged to host the next edition of the ESC; provide a financial guarantee, which shall be, if the EBU Permanent Services so require, a pre-condition for the EBU definitively entrusting the Participating Broadcaster which has entered the winning song with the organization and production of the next edition of the ESC. Should a Member not accept or abide by any of those rules, or if that Member cannot fulfil all the requirements listed in Annexe 1 and further detailed in the Host Broadcaster agreement, or if attempts to unfairly influence the results and/or the outcome of the ESC are detected in favour of the song entered by that Member, the EBU Permanent Services shall be free to pass the option to host the ESC to another EBU Member, subject to its acceptance of the Host Broadcaster rules. That other EBU Member shall be chosen by the EBU Permanent Services at their sole discretion.
European Broadcasting Union has revealed changes in the voting format for the Eurovision Song Contest. They are addressed to the issues of shortening of the final show as well as making voting sequence more exciting to follow. In particular, the votes of professional juries and televoters from each country will no longer be combined, but each of them will award a separate set of points from 1 to 8, 10 and 12. This now means the top 10 countries in both the jury and televote will receive points. Also, the results will now be announced similarly to the system used in Swedish preselection Melodifestivalen. New system will allow to cut in the time of the interval act of the competition, and to start results revelation immediately or shortly after the televoting lines are closed. After viewers have cast their votes by telephone, SMS or using the official app, each national spokesperson from the 43 participating countries will be called in to present the points of their professional jury. Spokesperson will announce only 12 points of the national jury with results 1-10 shown on screen automatically. The professional jury result of each country will continue to be determined based on the full ranking of all five jury members. When the jury scores are presented, the order is determined by an algorithm to keep the tension as high as possible.
Also, as juries will watch and vote on the evening Dress Rehearsal (the so-called Jury Semi-Finals and Jury Final respectively), one day prior to each live show, it would be possible to rehearse throughout the speeches of the spokespersons in advance. Spokespersons will receive special support, coaching and coordination from SVT to sharpen their minute in the spotlight. "We must avoid half of them saying "what a wonderful dress" or "what a wonderful show", says contest producer Christer Björkman. "They'll bring out their personality and get help to stand out. We must not replace 8 and 10 with empty talk. That's why we want to help them get an own value. They often have their own ideas that we should help them to focus on and be fine". SVT will also carefully measure the time that spokesperson use to keep the schedule. "We will go through the script, help them find their own approach and watch so that they can keep time".
After the presentation of the scores from the juries, the televoting points from all participating countries will be combined, providing one score for each song. These televoting results will then be announced by the host, starting with the country receiving the fewest points from the public and ending with the country that received the highest number of points, building towards a guaranteed climax. The points given by televoters in each country will be made available via Eurovision.tv and in the official app shortly after the end of the Grand Final. In addition, EBU, its voting partner Digame and Host Broadcaster SVT will facilitate broadcasters with the possibility to show the national televoting results on-screen, before the end of the Grand Final. If – for whatever reason – a country cannot deliver a valid televoting result, a substitute result is calculated by the audience result of a pre-selected group of countries. These groups and their composition have been pre-approved by the EBU and the Reference Group. Same procedure will apply to the case when a country can not deliver valid jury result, a substitute result based on the jury voting of a pre-selected group of countries will be used.
In any situation where a tie occurs, the winner shall be the song which has obtained points from the highest number of countries in a combined national televoting and jury result (which will be calculated only for this purpose). If the tied songs have received points from the same number of countries, the highest number of 12-point scores shall be decisive. In the very unlikely case that after applying the above procedure there is still a tie, the tie shall be resolved by giving precedence to the country which was earlier in the running order for the respective show in question.
Based on calculations made by the producers, the projected running time of the Grand Final will remain approximately 3 hours and 30 minutes, that's being 30 minutes shorter than last year.
The Semi-Final results will be calculated using the same formula that will be used in the Grand Final. Only the top ten qualifying countries will be announced, as usual. All the results will be available on Eurovision.tv shortly after the Grand Final. If this system was used last year, for example, Azerbaijan would have failed to make it to the final of the competition, replaced by Malta.
"This new way of presenting the votes is a big step forward, both to make a better television show as well as a more exciting competition", said the EBU's Jon Ola Sand, Executive Supervisor of the Eurovision Song Contest. "There is more reason than ever to vote in the Eurovision Song Contest. The new voting format guarantees that the song which is most popular among the public will receive twelve points regardless of how the juries voted. It is fitting that this change to the Contest's iconic scoring sequence will be debuted in Stockholm, where the famous douze points system was introduced in 1975"
The new format, inspired by the voting system of Melodifestivalen, Sweden's national selection format for the Eurovision Song Contest, has been discussed since 2012. The changes increase transparency and were unanimously approved by the Reference Group and the EBU Television Committee, the governing bodies of the Eurovision Song Contest. "All competitions are enhanced by creating a dramatic finish" Eurovision Song Contest Producer, Christer Björkman, says. "We wanted to keep a concept of "douze points", so we tried to find a model that retains it. There were other proposals we waived and then this was a unanimous decision taken by the Eurovision Song Contest Reference Group. It's about creating TV magic", he added. Martin Österdahl, Executive Producer for the 2016 Eurovision Song Contest explained, "In previous years the winner has been known for up to 20 minutes before the end of voting and that's not good TV. This format change will inject a new level of excitement into the finish of the Eurovision Song Contest".
On 23 September the European Broadcasting Union announced a new change in the rules of the contest, which will allow the so-called "Big Five" and the host country to demonstrate in bigger details their entries during the semi-finals, in which they will vote. At the same time, their performances will be shown outside of competition borders, and they will remain the automatic finalists. "It will look so much better to show the Big Five and the host country on the Eurovision Song Contest stage, performing their act as they will be in the Grand Final," says Jon Ola Sand, Executive Supervisor of the contest on behalf of the EBU. To avoid the need to extend the length of the Semi-Finals, shortened to 1.5 minutes clips of the 'Big Five' and host country stage performances will be shown, recorded during the previous night's Dress Rehearsal. As a consequence of this change, the 'Big Five' and the host country representative will have to be present in the host city to rehearse one or two days earlier than before, increasing its promotional opportunities.

Максимум 46 Активных членов ЕВС могут быть допущены к участию (далее "Участвующие телекомпании"). Евровидение состоит из трех шоу, транслируемых в прямом эфире, два полуфинала, как правило, организуемых по вторникам и четвергам и финал, проходящий в субботу.
* Телеканал SBS Австралия получит исключение из этого правила, ему было позволено принять участие в конкурсе как Ассоциативному члену ЕВС.

В финале конкурса принимают участие активные члены ЕВС из 26 стран. 6 участников автоматически гарантируют себе место в финале конкурса - это канал-организатор, а также телеканалы из Германии, Испании, Франции, Италии и Великобритании. По решению ЕВС в консультации с Организационной группой конкурса, количество гарантированных место в Финале может быть изменено. Помимо шести автоматических финалистов, все остальные участвующие вещатели из не более чем 40 стран, выступают в одном из полуфиналов конкурса.
Распределение этих стран по двум полуфиналам и порядок выступления страны-организатора в финале определяются жеребьевками, организованными каналом-организатором. Все шоу должны иметь ведущего(-их), проходить на английском и французском языках. Все активные члены ЕВС, желающие принять участие в конкурсе должны заполнить форму подтверждение своего участия, приложенную к правилам конкурса, и отослать ее обратно в ЕВС. На основе полученных ответов, ЕВС составляет предварительный список участвующих в конкурсе стран, и должен уведомить их о предварительном расчете суммы взноса за право участия в конкурсе. Если участвовать изъявили желание более 45 стран, Организационная группа должна определить, какие из стран имеют приоритетное право. Одним из критерием может быть приоритет на участие странам, наиболее часто принимавшим участие в конкурсе за последние пять лет. Остальные страны записываются в лист ожидания. Любой вещатель, записавшийся в число участников конкурса, имеет право на снятие своей заявки без какого-либо штрафа, до крайнего срока (10 сентября 2016 года). Если вещатель решает сняться с конкурса после указанного срока или будет дисквалифицирован за несоблюдение правил, он по прежнему будет должен оплатить полный взнос за участие.
Участники
Участвующие песни (текст и музыка) не должны быть коммерчески выпущены до 1го сентября года, предшествующего конкурсу. В случае, если композиция была представлена публике, например, но не ограничиваясь, размещением песни на онлайн видео платформах, в социальных сетях или (полу-) открытых для публики базах данных, участвующая телекомпания должна проинформировать исполнительного супервайзера конкурса, который должен оценить, может ли данная композиция принять участие в нем. В частности, исполнительный супервайзер должен оценить, может ли подобная презентация песни до 1го сентября дать композиции преимущество на конкурсе перед другими композициями. Исполнительный супервайзер ЕВС затем разрешает или запрещает данной песне, которая возможно была представлена публике ранее указанного срока, и затем его решение должна утвердить и Организационная группа конкурса.
Максимальная продолжительность песни должна составлять 3 минуты. Во время каждого выступления на сцене имеют право находиться до 6 человек, всем из которых должно исполниться 16 лет на день финала конкурса. Живые животные на сцену не допускаются. Выбор языка исполнения является свободным и осуществляется участвующими телекомпаниями. Все артисты должны исполнять песню вживую, в сопровождении минусовой фонограммы, которая не должна содержать каких либо вокалов или имитаций. Артистам не разрешается представлять на Евровидении более чем одну страну в текущем году. Выступление должно быть идентичным на всех вторых генеральных репетициях и прямоэфирных шоу.
Изменения в текст песен, состав группы исполнителей или их название, название песни, язык исполнения (т.е все элементы, которые публикуются в печатных материалах - брошюрах, обложках дисков и буклетах) должны быть одобрены до встречи глав делегаций. После нее, подобные изменения может одобрить только телеканал-организатор, после консультации с ЕВС, но в таком случае на участвующего вещателя будет наложен автоматический штраф. Текст песни и выступление не должны навлекать на конкурс плохую репутацию. Тексты, речи, жесты политического или подобного характера не допускаются во время Евровидения. Запрещено использовать в текстах песен матерный или другой неприемлемый язык. Не допускаются тексты, рекламирующие какую-либо организацию, политическую задачу, компанию, бренд, продукты или услуги. Нарушение данного правила может привести к дисквалификации.
Каждая телекомпания должна приложить все усилия для осуществления продвижения информации о собственном национальном отборе в национальных СМИ, включая показ рекламных роликов и репортажи в новостных выпусках и показ превью (видеоклипов участников) для ознакомления с шоу. Каждая телекомпания должна опубликовать на своем национальном сайте Евровидения или специальной странице правила проведения национального отбора, правила и критерии используемые для национального телеголосования, чтобы гарантировать прозрачность. Подобный сайт или страница должны быть открыты не позднее 1го февраля. После национального отбора, вещатель должен опубликовать полный отчет об выполнении данных правил и критериев.
Подача заявки
Во время встречи глав делегаций каждая участвующая компания обязана предоставить следующие материалы о своей песне:
1) Оригинальную запись песни (сделанную в профессиональной студии) в таком виде, как она будет исполняться на конкурсе: полная версия на CD диске (на FTP или через Yousendit) для официального сборника; полная версия без лид-вокалов (но включающая бэк-вокалы) для использования в качестве караоке; полная информация об участвующей песне (название, имена артистов / композиторов / поэтов / выпускающих лейблов); фотографии исполнителей в высоком разрешении; текст песни (английскими буквами, на оригинальном языке, переводы на английский и французский); биографию исполнителя (с переводами на английский и французский) и любой другой сопутствующий материал для публикации на официальном сайте конкурса.

6) Полные данные о сценическом выступлении (включая позиции и движения на сцене), требования к визажу и гриму; указания - планируется ли использовать на сцене пиротехнику, разрешение по этому вопросу принимается телеканалом организатором и супервайзером конкурса после обсуждения с противопожарной и охранной бригадами зала проведения конкурса; если на сцене необходимо использование различных инструментов - ударной установки или фортепиано и др, а также декоративных элементов - письменный запрос на их использование (Никакие инструменты на сцене не должны быть подключены к микрофону, допускается наличие псевдо-микрофонов), в случае удовлетворения просьбы об этом будет сообщено в письменном виде.
Санкции
Песня может быть дисквалифицирована по следующим причинам:
1. Если есть свидетельства того, что артист, член делегации или "глашатай" не выполняют требования телекомпании организатора и/или исполнительного супервайзор и могут своими действиями помешать проведению и/или показу шоу.
2. Если артист отклоняется от запланированного выступления, такого каким оно было на генеральных репетициях и тем самым мешает организации и/или показу шоу, или если процесс голосования по отношении к данной песне демонстрирует аномалии и может вмешаться в определение результата конкурса.
3. Если участвующая телекомпания или артист пытаются любым способом нарушить правила проведения конкурса на любом этапе его подготовки или проведения, или планируют нарушить их во время самих шоy.
Решение о дисквалификации принимается оргкомитетом конкурса по рекомендации исполнительного супервайзора ЕВС.
В случае дисквалификации, произведенной по указанным выше основанием, вещатель теряет право выставить на конкурс своего артиста. При этом, он может быть обязан организовать в своей стране процедуру голосования, и сохранит право трансляции шоу. В любом случае, он остается обязан полностью выплатить взнос за право участия в конкурсе. Если дисквалификация песни принята до встречи глав делегаций, то у участвующего вещателя есть 20 рабочих дней со дня даты уведомления, для того, чтобы подать апелляцию на решение в адрес председателя телевизионного комитета ЕВС. Если дисквалификация принята после встречи глав делегаций, но до первого полуфинала, участвующий вещатель также, при наличии достаточного времени, может подать апелляцию в адрес председателя телевизионного комитета, в противном случае она может быть подана исполнительному супервайзеру конкурса. Участвующий вещатель может быть исключен из участия в последующих выпусках Евровидения если он (включая любых его сотрудников, агентов, подрядчиков, аффилированных лиц, артистов или членов делегации) совершает серьезное нарушение правил конкурса. В частности, серьезным может считаться нарушение, приведшее к целостности результатов голосования жюри или телезрителей. Также исключение может быть наложено в случае неоднократного нарушения важнейших требований правил, если они прямо или косвенно относятся к попыткам повлиять на результаты конкурса. Исключение может быть наложено сроком до трех лет. В случае, если попытки повлиять на результат обнаружатся в отношении победителя конкурса, вещатель, заявивший эту песню должен быть лишен права проведения следующего конкурса. Исключение налагается телевизионным комитетом ЕВС по представлению Организационной группы конкурса.
В следующих случаях штрафы налагаются автоматически:
1. Если выбранная песня (или ее инструментал) не подаются вовремя - штраф составит 30% членского взноса (минимум 5000 швейцарских франков - максимум 20000).
2. Если язык исполнения песни, либо название песни будут изменен после встречи глав делегаций, либо если текст песни, биографии или фотографии артистов и иная информация, необходимая для официального вебсайта конкурса и официального альбома конкурса не будет подана во время - штраф составит 10% членского взноса (от 2000 до 7000 франков)
3. Если один или более членов делегации нарушат правила поведения аккредитованных лиц на конкурсе - штраф составит 5% от членского взноса (от 1600 до 5000 франков).
Эфир
Каждая участвующая телекомпания обязана показать в прямом эфире тот полуфинал, в котором она принимает участие в полном объеме на одном из своих главных наземных телеканалов. Организаторы конкурса уведомляют 6 стран, не принимающих участие в полуфиналах, какой из двух полуфиналов они обязаны показать в прямом эфире. В транслируемом полуфинале зрители этих стран также смогут принять участие в телеголосовании, хотя полуфинал может быть показан этими странами на второстепенных национальных телеканалах. Финал конкурса должен быть показан всеми странами на одном из основных национальных каналов. Все страны обязаны показывать логотип и мелодию Евровидения перед началом и после окончания шоу. В рамках эфиров национального отбора, перед его началом, вещатели должны показать виньетку, предоставленную ЕВС.
Участвующие телекомпании имеют также право транслировать конкурс в прямом эфире или в записи на национальном радио, спутниковых каналах, через собственный вебсайт, через мобильные телефоны, с условием, что данная трансляция будет аналогична, той, что транслируется на основном телеканала, без каких либо редакторских правок (включая комментарий, информацию о телеголосовании и т.д), а также на иностранных наземных версиях национального телеканала на тех же условиях, без каких либо окон (комментария либо рекламы), нацеленных на определенную страну или группу стран.
Участвующие телекомпании должны убедиться в том, что их комментаторы и лица, оглашающие результаты голосования следуют духу соревнования. Они должны воздерживаться от каких либо жестов, либо высказываний с политическим, рекламным или подобным подтекстом, не использовать грубых или нецензурных выражений, недопускать расистских или дискриминационных комментариев об участниках или песнях. Комментаторы должны воздерживаться от разговора во время исполнения песни, а также не призывать зрителей голосовать за или против какой-либо конкретной песни.
Каждая участвующая телекомпания обязана записать вторую генеральную репетицию того полуфинала, в котором она голосует и финала шоу. Они должны быть запущены в эфир в случае проблем с прямым эфиром шоу.
Голосование
Телезрители участвующих стран приглашаются проголосовать за наиболее понравившиеся им песни (без возможности голосовать за собственную страну), посредством процедуры телеголосования, которая должна применяться во всех участвующих странах. Помимо того, в каждой стране для голосования в полуфиналах и финале должно быть созвано национальное жюри.
В телеголосовании, песня получившая наибольшее количество голосов, получает первое место, песня получившая второе по величине количество голосов - занимает в рейтинге второе место и так далее, до самой последней песни. Если две или более песен получат абсолютно одинаковое количество голосов в стране, то их места в рейтинге будут определены в соответствии с результатами жюри (т.е. выше будет та песня, которая получила больше баллов от жюри).
Если окажется, что какие-то голоса поданы с намерением злоупотребить системой голосования или сфальсифицировать окончательные результаты, ЕВС, в консультации со своим партнером, организующим телеголосование, независимым аудитором процесса голосования и председателем Организационной группы оставляет за собой право удалить такие голоса из подсчета.
Голосование жюри:
• В каждой из стран-участниц будет собрано жюри из 5 членов (включая одного председателя). Члены жюри должны обладать одной из следующих профессий: радио диджей, артист, композитор, автор текстов или музыкальный продюсер. Должно соблюдаться разнообразие в поле, возрасте и положении членов жюри.
• Члены жюри в этом году не должны были быть членами жюри в два предыдущих года.
• Жюри будет принимать свое решение, основываясь на просмотре в прямом эфире второй, вечерней репетиции.
• Один и тот же состав национального жюри должен голосовать во время полуфинала и финала конкурса.
• Имена членов жюри не могут быть разглашены до того, как они будут опубликованы официальным сайтом конкурса (1го мая), и они обязательно должны быть объявлены во время прямого эфира национальным комментатором.
• Жюри и телеголосование будут определять по 50% результата конкурса. В финале, их комбинированый результат будет оглашен в прямом эфире представителями всех участвующих стран
• За работой жюри в каждой стране будет следить независимый аудитор
• Все члены жюри должны быть гражданами страны, которую они представляют
• Никто из членов жюри не может быть связан с любой из участвующих песен или артистов таким образом, что это может повлиять на его голосование. Участвующие телекомпании обязаны выслать организаторам письмо с подписями всех членов жюри, обязующихся голосовать непредвзято
• Члены жюри расставляют по порядку все песни, ставя своего фаворита на первое место, а худшую песню по их мнению на последнее. Воздерживаться не разрешается.
• При голосовании жюри должно использовать следующие критерии: вокальные возможности, выступление на сцене, композиция и оригинальность песни, общее впечатление от выступления
• В случае ничьей за какие-либо позиции, порядок песен будет определяться поднятием рук членами жюри. Если и после этого сохраняется ничья, решающим голосом считается голосование самого молодого члена жюри.
• За работой жюри будет следить независимый нотариус в каждой из участвующих стран
• Страны должны подать детальное поименное голосование жюри в ЕВС, и после конкурса ЕВС свяжется с несколькими случайно выбранными членами жюри для того, чтобы убедиться в том, что голосование было зачтено правильно и было сделано независимо без какого либо давления.
• ЕВС опубликует детальные результаты голосований каждого члена национальных жюри со всех шоу сразу после финала, и также отдельные результаты голосования жюри и телеголосования каждой страны
Суммирование голосования жюри с результатами голосования телезрителей.
• Партнер ЕВС в организации телеголосования, компания Digame сложит получившиеся ранги телезрителей и жюри и 12 баллов от жюри уйдет песне, набравшей наилучший сумированный ранг, 10 баллов - песне, набравшей второй ранг, 8 баллов за третий ранг и т.д. до 1 балла за 10й результат в суммарном ранге жюри и телезрителей.
• В случает ничьей между двумя и более песнями при суммировании, приоритет в позиции будет отдан песням, набравшим наибольшее количество баллов от телеголосования
• Глашатай зачитает только этот итоговый, суммарный результат голосования каждой страны. Как и раньше, баллы с 1 по 7 автоматически появятся на экране, а затем глашатай объявит обладателей 8, 10 и 12 баллов
Победителем конкурса считается песня, набравшая наибольшее количество баллов по завершению голосования. В случае ничьей за последнее место в полуфинале, дающее право выхода в финал, или за первое место в финале, победителем становится песня, получившая баллы от наибольшего количества стран. Если это количество также одинаково, то победителем становится страна, получившая наибольшее количество 12 балльных оценок. Если и это количество одинаково, то считаются 10 балльные оценки и т.д. В случае, если в полуфинале вышеуказанная процедура так и не смогла определить финалиста, то право выхода в финал будет дано той стране, что выступала раньше (по порядку) в данном полуфинале. В финале, в случае если эта процедура не помогает определить победителя, обе песни провозглашаются совместным победителем конкурса.
Если это потребует ЕВС, страна, выставившая победившую песню должна будет организовать конкурс следующего года. Она должна дать гарантию финансирования проекта. В случае несогласия вещателя подчиниться этому правилу, ЕВС имеет право передать проведение Евровидения другому вещателю-члену ЕВС, в случае его согласия с правилами проведения конкурса. Страна проведения конкурса в этом случае выбирается постоянными служащими ЕВС в проекте Евровидение по их собственному разумению.
Новинкой правил 2016 года стало то, что в полуфиналах будут показаны 1.5 минутные отрывки выступлений стран "Большой пятерки" и страны организатора, голосующих в данном полуфинале, которые будут записаны во время Второй генеральной репетиции полуфиналов конкурса.

Конкурс песни Евровидение - международная программа совместного производства членов ЕВС, производимая под эгидой Европейского вещательного союза (далее "ЕВС") в рамках телевизионного программного обмена, известного как Евровидение. Максимум 46 Активных членов ЕВС могут быть допущены к участию (далее "Участвующие телекомпании"). Евровидение состоит из трех шоу, транслируемых в прямом эфире, два полуфинала, как правило, организуемых по вторникам и четвергам и финал, проходящий в субботу.
* Телеканал SBS Австралия получит исключение из этого правила, ему было позволено принять участие в конкурсе как Ассоциативному члену ЕВС.
Организация
Дата и время 1го полуфинала: Вторник 10 мая 2016 - 21.00-23.00 CET
Дата и время 2го полуфинала: Четверг 12 мая 2016 - 21.00-23.00 CET
Дата и время Финала: Суббота 14 мая 2016 - 21.00-00.15 CET
В финале конкурса принимают участие активные члены ЕВС из 26 стран. 6 участников автоматически гарантируют себе место в финале конкурса - это канал-организатор, а также телеканалы из Германии, Испании, Франции, Италии и Великобритании. По решению ЕВС в консультации с Организационной группой конкурса, количество гарантированных место в Финале может быть изменено. Помимо шести автоматических финалистов, все остальные участвующие вещатели из не более чем 40 стран, выступают в одном из полуфиналов конкурса.
Распределение этих стран по двум полуфиналам и порядок выступления страны-организатора в финале определяются жеребьевками, организованными каналом-организатором. Все шоу должны иметь ведущего(-их), проходить на английском и французском языках. Все активные члены ЕВС, желающие принять участие в конкурсе должны заполнить форму подтверждение своего участия, приложенную к правилам конкурса, и отослать ее обратно в ЕВС. На основе полученных ответов, ЕВС составляет предварительный список участвующих в конкурсе стран, и должен уведомить их о предварительном расчете суммы взноса за право участия в конкурсе. Если участвовать изъявили желание более 45 стран, Организационная группа должна определить, какие из стран имеют приоритетное право. Одним из критерием может быть приоритет на участие странам, наиболее часто принимавшим участие в конкурсе за последние пять лет. Остальные страны записываются в лист ожидания. Любой вещатель, записавшийся в число участников конкурса, имеет право на снятие своей заявки без какого-либо штрафа, до крайнего срока (10 сентября 2016 года). Если вещатель решает сняться с конкурса после указанного срока или будет дисквалифицирован за несоблюдение правил, он по прежнему будет должен оплатить полный взнос за участие.
Участники
Участвующие песни (текст и музыка) не должны быть коммерчески выпущены до 1го сентября года, предшествующего конкурсу. В случае, если композиция была представлена публике, например, но не ограничиваясь, размещением песни на онлайн видео платформах, в социальных сетях или (полу-) открытых для публики базах данных, участвующая телекомпания должна проинформировать исполнительного супервайзера конкурса, который должен оценить, может ли данная композиция принять участие в нем. В частности, исполнительный супервайзер должен оценить, может ли подобная презентация песни до 1го сентября дать композиции преимущество на конкурсе перед другими композициями. Исполнительный супервайзер ЕВС затем разрешает или запрещает данной песне, которая возможно была представлена публике ранее указанного срока, и затем его решение должна утвердить и Организационная группа конкурса.
Максимальная продолжительность песни должна составлять 3 минуты. Во время каждого выступления на сцене имеют право находиться до 6 человек, всем из которых должно исполниться 16 лет на день финала конкурса. Живые животные на сцену не допускаются. Выбор языка исполнения является свободным и осуществляется участвующими телекомпаниями. Все артисты должны исполнять песню вживую, в сопровождении минусовой фонограммы, которая не должна содержать каких либо вокалов или имитаций. Артистам не разрешается представлять на Евровидении более чем одну страну в текущем году. Выступление должно быть идентичным на всех вторых генеральных репетициях и прямоэфирных шоу.
Изменения в текст песен, состав группы исполнителей или их название, название песни, язык исполнения (т.е все элементы, которые публикуются в печатных материалах - брошюрах, обложках дисков и буклетах) должны быть одобрены до встречи глав делегаций. После нее, подобные изменения может одобрить только телеканал-организатор, после консультации с ЕВС, но в таком случае на участвующего вещателя будет наложен автоматический штраф. Текст песни и выступление не должны навлекать на конкурс плохую репутацию. Тексты, речи, жесты политического или подобного характера не допускаются во время Евровидения. Запрещено использовать в текстах песен матерный или другой неприемлемый язык. Не допускаются тексты, рекламирующие какую-либо организацию, политическую задачу, компанию, бренд, продукты или услуги. Нарушение данного правила может привести к дисквалификации.
Каждая телекомпания должна приложить все усилия для осуществления продвижения информации о собственном национальном отборе в национальных СМИ, включая показ рекламных роликов и репортажи в новостных выпусках и показ превью (видеоклипов участников) для ознакомления с шоу. Каждая телекомпания должна опубликовать на своем национальном сайте Евровидения или специальной странице правила проведения национального отбора, правила и критерии используемые для национального телеголосования, чтобы гарантировать прозрачность. Подобный сайт или страница должны быть открыты не позднее 1го февраля. После национального отбора, вещатель должен опубликовать полный отчет об выполнении данных правил и критериев.
Подача заявки
Во время встречи глав делегаций каждая участвующая компания обязана предоставить следующие материалы о своей песне:
1) Оригинальную запись песни (сделанную в профессиональной студии) в таком виде, как она будет исполняться на конкурсе: полная версия на CD диске (на FTP или через Yousendit) для официального сборника; полная версия без лид-вокалов (но включающая бэк-вокалы) для использования в качестве караоке; полная информация об участвующей песне (название, имена артистов / композиторов / поэтов / выпускающих лейблов); фотографии исполнителей в высоком разрешении; текст песни (английскими буквами, на оригинальном языке, переводы на английский и французский); биографию исполнителя (с переводами на английский и французский) и любой другой сопутствующий материал для публикации на официальном сайте конкурса.

• В каждой из стран-участниц будет собрано жюри из 5 членов (включая одного председателя). Члены жюри должны обладать одной из следующих профессий: радио диджей, артист, композитор, автор текстов или музыкальный продюсер. Должно соблюдаться разнообразие в поле, возрасте и положении членов жюри.
• Члены жюри в этом году не должны были быть членами жюри в два предыдущих года.
• Жюри будет принимать свое решение, основываясь на просмотре в прямом эфире второй, вечерней репетиции.
• Один и тот же состав национального жюри должен голосовать во время полуфинала и финала конкурса.
• Имена членов жюри не могут быть разглашены до того, как они будут опубликованы официальным сайтом конкурса (1го мая), и они обязательно должны быть объявлены во время прямого эфира национальным комментатором.
• Жюри и телеголосование будут определять по 50% результата конкурса. В финале, их комбинированый результат будет оглашен в прямом эфире представителями всех участвующих стран
• За работой жюри в каждой стране будет следить независимый аудитор
• Все члены жюри должны быть гражданами страны, которую они представляют
• Никто из членов жюри не может быть связан с любой из участвующих песен или артистов таким образом, что это может повлиять на его голосование. Участвующие телекомпании обязаны выслать организаторам письмо с подписями всех членов жюри, обязующихся голосовать непредвзято
• Члены жюри расставляют по порядку все песни, ставя своего фаворита на первое место, а худшую песню по их мнению на последнее. Воздерживаться не разрешается.
• При голосовании жюри должно использовать следующие критерии: вокальные возможности, выступление на сцене, композиция и оригинальность песни, общее впечатление от выступления
• В случае ничьей за какие-либо позиции, порядок песен будет определяться поднятием рук членами жюри. Если и после этого сохраняется ничья, решающим голосом считается голосование самого молодого члена жюри.
• За работой жюри будет следить независимый нотариус в каждой из участвующих стран
• Страны должны подать детальное поименное голосование жюри в ЕВС, и после конкурса ЕВС свяжется с несколькими случайно выбранными членами жюри для того, чтобы убедиться в том, что голосование было зачтено правильно и было сделано независимо без какого либо давления.
• ЕВС опубликует детальные результаты голосований каждого члена национальных жюри со всех шоу сразу после финала, и также отдельные результаты голосования жюри и телеголосования каждой страны
Суммирование голосования жюри с результатами голосования телезрителей.
• Партнер ЕВС в организации телеголосования, компания Digame сложит получившиеся ранги телезрителей и жюри и 12 баллов от жюри уйдет песне, набравшей наилучший сумированный ранг, 10 баллов - песне, набравшей второй ранг, 8 баллов за третий ранг и т.д. до 1 балла за 10й результат в суммарном ранге жюри и телезрителей.
• В случает ничьей между двумя и более песнями при суммировании, приоритет в позиции будет отдан песням, набравшим наибольшее количество баллов от телеголосования
• Глашатай зачитает только этот итоговый, суммарный результат голосования каждой страны. Как и раньше, баллы с 1 по 7 автоматически появятся на экране, а затем глашатай объявит обладателей 8, 10 и 12 баллов
Победителем конкурса считается песня, набравшая наибольшее количество баллов по завершению голосования. В случае ничьей за последнее место в полуфинале, дающее право выхода в финал, или за первое место в финале, победителем становится песня, получившая баллы от наибольшего количества стран. Если это количество также одинаково, то победителем становится страна, получившая наибольшее количество 12 балльных оценок. Если и это количество одинаково, то считаются 10 балльные оценки и т.д. В случае, если в полуфинале вышеуказанная процедура так и не смогла определить финалиста, то право выхода в финал будет дано той стране, что выступала раньше (по порядку) в данном полуфинале. В финале, в случае если эта процедура не помогает определить победителя, обе песни провозглашаются совместным победителем конкурса.
Если это потребует ЕВС, страна, выставившая победившую песню должна будет организовать конкурс следующего года. Она должна дать гарантию финансирования проекта. В случае несогласия вещателя подчиниться этому правилу, ЕВС имеет право передать проведение Евровидения другому вещателю-члену ЕВС, в случае его согласия с правилами проведения конкурса. Страна проведения конкурса в этом случае выбирается постоянными служащими ЕВС в проекте Евровидение по их собственному разумению.
Новинкой правил 2016 года стало то, что в полуфиналах будут показаны 1.5 минутные отрывки выступлений стран "Большой пятерки" и страны организатора, голосующих в данном полуфинале, которые будут записаны во время Второй генеральной репетиции полуфиналов конкурса.
