At the ceremony that took place in Moscow, Belgrade Mayor Dragan Dilas handed over a key ring with Perspex symbols of each city that has hosted the Eurovision Song Contest to Moscow mayor Yuriy Luzhkov, reported Moscow Times. Speaking fluent Russian, Belgrade's mayor said he felt the "hospitality and friendship of Moscow and Russia."

"With pleasant anxiety, I take on the baton and the keys to one of the most outstanding cultural events that is held annually in various countries and attracts enormous attention from the cultural community in not only Europe but the whole world," Luzhkov said.

"Moscow in its Olimpiisky Stadium will do everything so that this Eurovision 2009 festival becomes a new step in the development of pop music. We want to give this step to the world, to give yet another gift to the whole civilization," Luzhkov said, possibly referring to Bilan's winning song as the first gift. "I think we won't drop this heavy burden," he concluded, waving the key ring.

The ceremony began with a short film about last year's event, set to Russia's winning song, "Believe," performed by Bilan. Clips showed Bilan crying, waving a Russian flag and embracing Serbia's 2007 winner, Marija Serifovic.  Then it was time for Bilan to appear onstage. He gave a breathless speech about his victory. "Believe me, this dream came true in my life," he said. "I still can't believe that Eurovision is coming to Moscow."

He was going to leave the stage, but Channel One presenter Yana Churikova, who is one of the candidates to host Moscow's contest, asked him for a song. Churikova then introduced an act that "represents our country" -- a performance by a dance troupe called Gzhel. As the dancers glided offstage, Luzhkov, his deputy Valery Vinogradov, Bilan, Channel One director Konstantin Ernst and Eurovision executive supervisor Svante Stockselius came out to hold a news conference.

"Russia has always been a part of this unique competition, and we understand that there is a great deal of work behind a beautiful picture seen on TV screens" - said Moscow mayor Yuriy Luzhkov. He added that "Moscow will not let down high expectations. We will do everything to ensure that the festival will be a new step in the development of culture, songs and music" - Luzhkov stressed. He also said that before the competition "Olympic" hall will be modernized and experts from Belgrade will be invited to assist in preparation of the contest. In particular in "Olympic", they planned to create a VIP-zone, replace chairs and ensure stability of energy system, told the mayor.

1 billion roubles (29 mln Euros) will be allocated for Eurovision from Russian federal budget, in addition, 5 million Swiss francs (3.2 mln Euros) will be provided by the European Broadcasting Union. Extra funds will be collected by Moscow city government, and Channel One.

22 hotels in Moscow will be involved in Eurovision 2009, informed deputy mayor Valery Vinogradov. "These hotels will be involved both for officials and 3 star ones for the guests of the competition". In addition, according to Vinogradov, the city will organize transportation of participants and guests, and will do a technical upgrading of sports complex "Olympic". "Estimated amount of funds allocated by the city for preparation and conducting of the contest will be announced in a month and a half", - said Vinogradov.

"Euroclub" will be launched in Moscow Manege on May 2nd, and all delegations will arrive to Moscow by May 9th, Victory Day, when official opening ceremony will take place at Sparrow Hills. 

The authorities in Moscow did not impose any restrictions for "sexual minorities" (a term used in Russian legislation) who will be able to travel freely to the Russian capital in 2009 for the Eurovision, but will not allowed to to organize their public activities, said Yuriy Luzhkov. "We have a law that passed in 1993. According to it, we do not prosecute sexual minorities, they have freedom. However, public demonstrations are unacceptable. When it comes to the inclinations of sexual minorities, then do whatever you like, entertain yourselves, but do not attract young people to participate in gay parades", - said the mayor. He said that in Moscow members of sexual minorities have never been and never will be prosecuted.

Director general of Channel One Konstantin Ernst has confirmed that in 2009 they are planning to have open preselection. According to him the contest will be run in three stages. The songs can be submitted now already, and the contest for performers will start separately in mid-January.
"A contest will be open for everyone, this may be debutants or figures with 20 years experience. So, every week since mid-January we will present the show in which the entire country will see these people". According to Mr.Ernst, SMS and telephone voting will determine three finalists, and then there will be public and professional debates on candidates. Weekly shows will be hosted by Yana Churikova.
K. Ernst explained that applicants would submit their proposals for participation in the Eurovision. "We do not set any limits, but of course, there will be sort of preliminary comission. We will not let in total freaks, as we're taking Eurovision very seriously". 
After that professional jury will internally select one song from the submitted entries and one artist from the three chosen by public. There is no date set yet for this, except for general EBU deadline of 16th of March.

Konstantin Ernst also admitted that he will be personally supporting British entry, written by "genious" Andrew Lloyd Webber. "We do not have plans to win Eurovision for second time in a row", admitted Ernst, "This is absurd and costly idea". "Besides, it is impossible to rival such a Grande professional like Webber".

Konstantin Ernst: "I think that the main task of Eurovision - is that young people talk through the language of songs how they feel, what are they, and whole Europe looks happily looks on it. And for us, for Russia, to organize Eurovision in Moscow - this is primarily an explanation of our love to Europe. And we want to meet Europe at our home, to show our remarkable capital, to create a comfortable environment and, believe me, this time for us it is absolutely not important who wins"

International crew will be working on the show. Stage designer will be John Casey from UK, who has two years experience with Eurovision in Dublin. He also worked in Russia on the staging of TEFI ceremony. Multicamera director of the show will be Channel One's Andrei Boltenko. Lightning designer was not appointed yet, but probably he will be foreigner. Estonian Tarmo Kriim will be producer of the show. Details about the show itself, including names of the hosts, will be revealed on March 16th, during the drawing ceremony of the contest.

EBU's Svante Stockselius repeated his earlier statement, saying that they are looking to achive another record number of participating countries this year. He mentioned that the next deadline to confirm participation comes this Friday. According to the addition of Mr.Ernst, organizers of Moscow Eurovision still have hopes to see Georgia among participants of the contest.

Tickets for the contest will go on sale on February 1st in internet. Prices for tickets have not yet been determined. "We're still considering different options of ticket sales for Eurovision", told Valery Vinogradov, who heads organization group in Moscow government. "Likely, we will again use packaging system, but may be single tickets will also be on sale. We also plan to sale tickets for different contest parties".

Церемония передачи символических ключей от конкурса песни "Евровидение" прошла в среду в здании ГУМа в Москве. На ней мэр Белграда Драган Дилас вручил московскому градоначальнику символические ключи, на которых нанесены названия всех городов-победителей конкурса. "От имени Белграда хочу вручить вам ключи "Евровидения", которые мэр Хельсинки передал нам в 2007 году", - сказал на церемонии Д.Дилас Юрию Лужкову на совершенном русском языке.

При этом он отметил, что ключи от Белграда московскому градоначальнику не требуются. "Ключ от Белграда вам не нужен, добро пожаловать в наш город открытых дверей и открытого сердца", - сказал белградский мэр.

Московский мэр пообещал "честь и достоинство этого выдающегося мероприятия не уронить, а продолжить", а также сделать все, "чтобы "Евровидение-2009" был новым шагом в развитии культуры, эстрадного искусства, песни и музыки. Этот шаг мы хотим подарить миру, культуре и сделать еще один подарок всей нашей цивилизации", скорее всего подразумевая песню Билана как "первый" подарок. Поблагодарив коллегу за то, что он "взял на свои плечи и привез сюда такой тяжелый подарок", Лужков заверил присутствующих: "Я думаю, мы эту тяжелую ношу не уроним!"

Церемония началась с демонстрации короткого фильма о прошлогоднем конкурсе с песней "Believe", исполненной Димой Биланом. В видео-роликах показали плачущего Диму, машущего российским флагом и обнимающего победительницу 2007 года Марию Шерифович. Позже на сцену вышел и сам Билан, который дал речь о своей победе: "Поверьте мне, сбылась самая главная мечта в моей жизни. Я до сих пор не могу поверить, что Евровидение вернется в Москву".

Билан был уже готов покинуть сцену, но ведущая Первого Канала Яна Чурикова, которая возможно станет и ведущей самого Евровидения, попросила его исполнить песню. После этого Чурикова представила группу "Гжель", которая по ее слова "представляет традиции нашей страны". После того, как танцоры покинули сцену, Лужков, его заместитель Валерий Виноградов, Билан, директор Первого Канала Константин Эрнст и супервайзер конкурса Сванте Стокселиус заняли места для пресс-конференции.

"Россия всегда была участницей этого уникального конкурса, и мы понимаем, что за красивой картинкой, стоит громадная работа", - заявил мэр Москвы Юрий Лужков на пресс-конференции, которая последовала за церемонией передачи символических ключей от конкурса. Он добавил, что "Москва не уронит высокую планку по организации конкурса". "В нашем "Олимпийском" мы сделаем все, чтобы этот фестиваль был новым шагом в развитии культуры, песни и музыки", - подчеркнул Лужков. Он также сообщил, что перед конкурсом спорткомплекс "Олимпийский " будет обновлен, а для помощи в подготовке организации конкурса будут привлечены специалисты из Белграда. В частности, в "Олимпийском" планируется создать VIP-зону, заменить кресла и обеспечить систему энергоснабжения, рассказал мэр.

На проведение "Евровидения" из федерального бюджета планируется выделить 1 миллиард рублей. Кроме того, 5 миллионов швейцарских франков выделит Европейский вещательный союз. Дополнительные расходы оплатит правительство Москвы и сам Первый Канал.

В проведении конкурса "Евровидение" в мае 2009 г. будут задействованы 22 московские гостиницы, сообщил заместитель мэра в правительстве столицы Валерий Виноградов в среду на пресс-конференции после церемонии передачи символических ключей от конкурса Москве. "Будут задействованы 22 гостиницы, как для официальных лиц, так и трехзвездные - для гостей конкурса", - сказал он. Кроме того, по словам Виноградова, город организует транспортное обеспечение участников и гостей мероприятия, пройдет техническую модернизацию спорткомплекс "Олимпийский", где 16 мая состоится финал конкурса. "Подробную сумму средств, необходимую со стороны города для подготовки и проведения конкурса, называть преждевременно. Через месяц-полтора будет объявлена смета", - сообщил Виноградов.

"Евроклуб" откроется в Манеже еще 2 мая, а большинство делегаций доберутся до Белокаменной ко Дню Победы, и презентация конкурса произойдет 9 мая на Воробьевых горах.

Власти Москвы не устанавливают никаких ограничений для представителей секс-меньшинств, которые смогут беспрепятственно приехать в российскую столицу в 2009 году на Евровидение, однако не допустят их публичных акций, сказал Лужков. "У нас существует закон, который принят в 1993 году. Согласно ему, не преследуются сексуальные меньшинства, они свободы. Неприемлемы публичные демонстрации. Когда речь идет о наклонностях сексуальных меньшинств, то реализуйте их, как вам нравится, но не привлекайте молодежь к участию в гей-парадах", – сказал мэр. По его словам, в Москве никогда не преследовались и не будут преследоваться представители сексуальных меньшинств.

Генеральный директор Первого Канала Константин Эрнст подтвердил, что в 2009 году они планируют провести открытый отбор участника для Евровидения посредством серии телешоу. Он будет состоять из 3х стадий. Заявки с песнями можно подавать уже сейчас, а отдельный конкурс для исполнителей начнется в середине января.
"Объявляется конкурс для участников, причем это могут быть как никому не известные дебютанты, так и бойцы шоу-бизнеса с 20-летним стажем, - рассказал он. – А с середины января мы предложим проект, на котором вся страна раз в неделю будет видеть этих людей". По словам К.Эрнста, "по звонкам и SMS-сообщениям будет определены три финалиста, а затем в форматах ток-шоу будет обсуждаться участие в конкурсе того или иного кандидата. Ведущей еженедельных шоу станет Яна Чурикова.
К.Эрнст пояснил, что претенденты будут представлять свои предложения для участия в "Евровидении". "Они не будут ничем ограничены, хотя предварительная комиссия, конечно, будет, - отметил гендиректор Первого канала. – откровенных клоунов мы допускать, конечно, не будем - слишком серьезно относимся к "Евровидению".
В окончание отбора профессиональное жюри выберет лучшую песню и назначит к ней одного из трех исполнителей. Дата окончания отбора пока не определена, но известно, что все песни в этом году должны быть выбраны до 16 марта.

Эрнст также сообщил, что лично будет болеть за Великобританию, песню которой в этом году напишет "гений" Эндрю Ллойд Уэббер. Мы не будем пытаться выиграть "Евровидение" второй год подряд, это "идея абсурдная и накладная", заявил Эрнст. "Конкуренция с таким метром как Уэббер практически невозможна".

Константин Эрнст: "Я думаю, что главная задача Евровидения – это то, что молодые люди рассказывают языком песни о том, что они сейчас чувствуют, какие они, а вся Европа на это смотрит и радуется. И для нас, для России, принимать Евровидение в Москве – это, в первую очередь, объяснение в нашей любви Европе. И мы хотим встретить Европу у себя дома, показать свою замечательную столицу, создать комфортные условия, и, поверьте, в этот раз нам совершенно не важно, кто выиграет".

Над постановкой шоу будет работать интернациональная команда. Художником-постановщиком, по словам Эрнста, станет Джон Кейси, работавший на "Евровидении" два года, в том числе в Дублине. В России он уже работал с церемонией вручения наград ТЭФИ. Режиссером телеверсии станет главный режиссер Первого канала Андрей Болтенко, а дизайнера света еще не выбрали, но, скорее всего, он будет иностранцем. Эстонец Тармо Криим будет продюсером шоу. Что касается самого шоу, все подробности, в том числе и ведущие, будут объявлены 16 марта, на официальной жеребьевке конкурса.

Координатор конкурса от ЕВС Сванте Стокселиус вновь повторил свое более ранее заявление о том, что они надеются достичь нового рекорда количества участвующих стран в конкурсе. По его словам, следующий дедлайн на подтверждение участия в проекте наступит в пятницу. Как добавил Константин Эрнст, организаторы московского Евровидения все еще надеются увидеть Грузию в числе участников.

Продажа билетов стартует 1 февраля 2009 года в сети интернет. Цены на билеты пока не определены. "Мы рассматриваем различные способы продажи билетов на Евровидение" сообщил Валерий Виноградов, который возглавляет в мэрии штаб по подготовке Евровидения 2009, "Скорее всего будет снова использована система комплексных пакетов на несколько дней конкурса, но возможно будут продаваться и отдельные разовые билеты. Также, вероятно, будет и абонемент на вечеринки конкурса".

09/12 Former ESC entrants Dima Bilan, Philip Kirkorov, Youddiph are expected to attend Key Exchange ceremony taking place tomorrow at 15.00 local time in demonstrational hall of Moscow megastore GUM.

As we already reported previously, during the ceremony, Mayor of Belgrade, Dragan Dilas will hand over the "Keys of Eurovision" to his Moscow colleague Yuriy Luzhkov. The ceremony first took place year ago and was iniciated by Helsinki.

Helsinki Insignia has been designed by Anteeksi Group and manufactured by jewellery designer Taru Tonder. The symbol is a key ring of sorts, with the following texts engraved by hand:
- Eurovision Song Contest Host City
- List of all host cities with dates up to 2006
- Manufacturing marks: Helsinki 2007 and the manufacturers’ initials
Furthermore, the key ring is garnished by a plaque with a photo of Senate Square during the Song Contest.
The future host cities attach their own town gate key and symbols to the key ring.

Cost of the ceremony is estimated on 3mln 250 thousand roubles (appr. 90 thousand Euros).

The event will be also attended by EBU Eurovision coordinator Svante Stockselius, other members of reference group, Channel One director general Konstantin Ernst and other members of organizing committee from Russian side. The event will be followed by 30 minute press-conference.

In agenda of Belgrade mayor is also talks with his Russian colleague regarding involvement of Russian companies in construction of metro in Serbian capital and other commercial matters.
