Main rules of Eurovision Song Contest (as of 2007 edition): The Eurovision Song Contest is a state-of-the-art, world-class television production of a competition involving musical performances representing countries of the Members of the European Broadcasting Union (EBU). The Contest Final comprises a Semi-Final and a Grand Final. EBU Members from a total of 24 countries shall compete in the Grand Final. There shall be 14 guaranteed places in the Grand Final, i.e. one for the Host Broadcaster, four for EBU Members from Germany, Spain, France and the United Kingdom and nine for EBU Members whose countries obtained the highest scores at the previous Eurovision Song Contest (apart from any Members in the above-mentioned countries). Should any Member in one of the above-mentioned nine countries decide not to participate in the Contest Final, its place shall be offered to the Member in the country which was ranked next in previous year Grand Final. The artists of these 14 Members shall not participate in the Semi-Final. (qualification rules will change in 2008 when 2 semifinals and final will be held) All other Participating Broadcasters, from a maximum of 26 countries, shall contest the Semi-Final for the ten remaining places in the Grand Final. If more than 26 countries apply to participate in the Semi-Final, priority shall be given to the countries having participated the most often in the five previous editions of the Contest. If certain countries have participated the same number of times, the Eurovision Song Contest Reference Group shall vote. The remaining countries shall be placed on a waiting list (it was decided to drop this rule as exclusion for 2007 and all applying countries were allowed to enter) Each Participating Broadcaster shall enter a national song. The national selection procedure shall be decided upon by each participating Broadcaster as it deems fit, provided that all due transparency is ensured. Each Participating Broadcaster shall make every effort to promote its national selection process in its national media, including promotional trailers for the 2006 Eurovision Song Contest and/or news coverage. Each Participating Broadcaster shall publish on its national Eurovision Song Contest website or dedicated page the rules regarding its national selection process. The entry (lyrics and music) must not have been commercially released and/or publicly performed before 1 October of the year preceeding contest. The maximum duration of each song is three minutes. Each performance may consist of a maximum of six people on stage, all artists must be aged at least 16 on the day of the Semi-Final. Participating Broadcasters are free to decide in which language their artists will sing in. Artists shall perform live on stage, accompanied by a recorded backing-track which contains no vocals of any kind or any vocal imitations. The lyrics and/or performance of the songs shall not bring the Contest Final or the Eurovision Song Contest as such into disrepute. Each Participating Broadcaster shall make available to the Host Broadcaster, at the meeting of the Heads of Delegation: a) the signed contract for the CD/DVD and Download compilation together with all the material requested by the record company (DAT, pictures of the artists in hard copy and jpeg, lyrics, biographies, etc.) b) Two copies of a sound recording of its entry and the corresponding backing-track (which shall contain no vocals of any kind or any vocals imitations). c) A video presentation on VHS of the song on stage by the artist(s) participating in the Contest Final (for internal use by the director, any format therefore being acceptable), clearly showing how the song will be performed on stage. d) Two copies of a video clip of the song, on Digi-beta, Beta SP or SX tape, in the format of 4:3 to be used as a preview. It is recommended that each Participating Broadcaster should broadcast the previews in advance of the Contest Final. e) A list of any requirements or requests with respect to instruments, props, pyrotechnics, etc. Such written requests must be made at the latest by the time of the meeting of the Heads of Delegation. f) The lyrics of the song in the language in which it will be sung at the 2006 Contest Final, together with English and French translations (as applicable), for duplication and distribution to the Participating Broadcasters. Changes to the lyrics, the name of the artist or group, the title of the song and the language of the song's performance (i.e. all elements which appear in printed material such as brochures, CD covers and booklets) shall be allowed only up until the meeting of the Heads of Delegation. g) Biographies (with English and French translations, as applicable), pictures of the artist and any relevant material, as well as, on a regular basis, as much information and as many pictures as possible for, inter alia, publication on the official website of the Eurovision Song Contest. The running orders of the Grand Final and semi-final are decided upon by a draw held by the Host Broadcaster during the meeting of the Heads of Delegation. The Semi-Final and the Grand Final shall both be broadcast live in their entirety by each Participating Broadcaster. The 14 Participating Broadcasters which are not competing in the Semi-Final may choose to broadcast the Semi-Final on one of their national secondary channels. The Participating Broadcasters competing in the Semi-Final shall broadcast it live on one of their main national terrestrial channels. The Grand Final shall be broadcast live by each Participating broadcaster on one of its main national terrestrial channels. For both the Semi-Final and the Grand Final, tele-voting is obligatory in all countries of the Participating Broadcasters. There shall be a fixed voting window of at least ten minutes with the lines opening and closing at exactly the same time in all countries where the tele-voting actually takes place. Voters must be excluded from voting for the entry of their own country of residence, and this must be made known to them. Each Participating Broadcaster shall appoint a Stand-by Jury whose votes shall be used in case of a technical or similar failure in the tele-voting procedure. 12 points should be allocated to the song having obtained the highest number of votes, 10 points to the song having obtained the second highest number of votes, 8 points to the song having obtained the third highest number of votes, 7 points to the next, and so on down to 1 point for the song having obtained the tenth highest number of votes. The winner of the Grand Final is the song that has obtained the most points at the end of the voting procedure. Should there be a tie for first place in the Grand Final, the winner shall be the song which has obtained points from the highest number of countries. If the tying songs received votes from the same number of countries, then the highest number of 12-point scores shall be decisive. Основные правила конкурса Евровидение (по состоянию на 2007 год): Конкурс песни Евровидение - это передовая телевизионная программа мирового уровня, включающая в себя соревнование музыкальных выступлений, представляющих страны - члены Европейского Вещательного Союза (ЕВС). Конкурс состоит из полуфинала и финала. В финале принимают участия члены ЕВС в количестве 24 стран. 14 мест дается гарантированным финалистам - это страна-организатор, 4 места - Германия, Испания, Франция и Великобритания и 9 стран, занявших наивысшие места в прошлом конкурсе Евровидение (помимо уже названных стран). Если одна из этих 9 стран отказывается принять участие в конкурсе - ее место предлагается следующей по рангу в таблице прошлогоднего конкурса стране. Артисты, представляющие эти 14 стран не принимают участие в полуфинале конкурса. (правило квалификации изменится с 2008 года, будут введены два полуфинала) Все другие участвующие телекомпании, максимальным числом в 26, должны принять участие в полуфинале в борьбе за 10 оставшихся мест в финале конкурса. Если заявку на участие подают более чем 26 стран - приоритет будет дан странам наиболее часто принимавшим участие в последних 5 конкурсах. Если несколько стран принимали участие одинаковое количество раз - обладатель места определяется голосование оргкомитета конкурса. Остальные страны помещаются в список ожидания (на 2007 год правило в качестве исключения было отменено и все желающие страны допущены до участия) Каждый участвующий телевещатель выдвигает песню. Правила национального отбора могут быть определены участвующей телекомпанией по ее собственному разумению, при условии надлежащей прозрачности процесса. Каждая телекомпания должна приложить все усилия для осуществления продвижения информации о собственном национальном отборе в национальных СМИ, включая показ рекламных роликов и репортажи в новостных выпусках. Каждая телекомпания должна опубликовать на своем национальном сайте Евровидения или специальной странице правила проведения национального отбора. Участвующая песня (текст и музыка) не должны быть коммерчески выпущены и/или публично исполнены до 1го октября года, предшествующего конкурсу. Максимальная продолжительность песни должна составлять 3 минуты. Во время каждого выступления на сцене имеют право находиться до 6 человек, всем из которых должно исполниться 16 лет на день полуфинала конкурса. Выбор языка исполнения является свободным и осуществляется участвующими телекомпаниями. Все артисты должны исполнять песню вживую, в сопровождении минусовой фонограммы, которая не должна содержать каких либо вокалов или имитаций. Текст песни и выступление не должны навлекать на конкурс плохую репутацию. Во время встречи глав делегаций каждая участвующая компания обязана предоставить следующие материалы о своей песне: 1) подписанный контракт на выпуск CD/DVD и продажу официальных mp3 записей, включающий в себя все материалы, требуемые звукозаписывающей компанией (DAT, фотографии артистов в печатном и компьютерном вариантах, текст песни, биографии исполнителей и т.д). 2) Две копии записи песни и ее минусовой фонограммы (которая не должна содержать никакие виды вокала или имитации). 3) Видеозапись на VHS сценического исполнения песни (для внутреннего использования режиссером конкурса), точно показывающая каким образом песня будет исполняться на сцене. 4) Две копии видеоклипа на песню на Digi-beta, Beta SP или SX кассете, в формате 4:3 для использования в качестве превью. Всем телекомпаниям рекомендовано до конкурса провести показы данных превью записей всех стран участниц. 5) Список дополнительных требований для сценического оформления, включающий в себя музыкальные инструменты, пиротехнику и т.д. Подобные требования могут быть сделаны самое позднее во время встречи глав делегаций. 6) Текст песни на языке исполнения, а также его английский и русский переводы для распространения участвующими телекомпаниями. Все изменения в тексте песни, в названии и именах исполнителей, названии песни и языке исполнения (то есть во всех элементах, используемых в печатных материалах) допускаются только до проведения встречи глав делегаций. 7) Биографии (с английским и французским переводом), фотографии исполнителей и любые дополнительные материалы для публикации на официальном сайте конкурса. Порядок выступления стран в финале и полуфинале конкурса определяется жеребьевкой, которая проводится во время встречи глав делегаций. Полуфинал и финал конкурса должны быть показаны в полном объеме в прямом эфире каждой участвующей телекомпанией. 14 стран, не принимающие участия в полуфинале могут транслировать его на вторичных каналах. Страны, участвующие в полуфинале должны тренслировать его на одном из основных национальных каналов. Финал конкурса должен быть также показан всеми странами на одном из основных национальных каналов. Телеголосование обязательно для всех стран участниц в полуфинале и финале конкурса. Для телеголосования выделяется фиксированное окно длиной по меньшей мере в 10 минут, линии открываются и закрываются одновременно во всех участвующих странах. Голосовать за страну собственного местонахождения не разрешается. На случай технических или иных неполадок в процессе телеголосования каждая телекомпания должна назначать запасное жюри. 12 баллов каждая страна дает той песне, которая получила наибольшее количество голосов, 10 баллов - песне занявшей 2е место, 8 - третье, 7 - четвертое и так далее до 1 балла - песне занявшей десятое место по количеству полученных голосов. Победителем конкурса считается песня, набравшая наибольшее количество баллов по завершению голосования. В случае равного количества баллов у нескольких стран в финале конкурса победителем объявляется страна получившая баллы от наибольшего количества других стран. При равенстве в этом показателе, решающим становится количество 12 балльных оценок - полученных странами. Победа в конкурсе дает право телекомпании, выставившей данную песню, организовать конкурс Евровидение на следующий год. Официально опубликованные "выдержки" из правил Евровидения 2007.
