Each Participating Broadcaster shall make available to the Host Broadcaster, at the meeting of the Heads of Delegation:
a) Original master recording (professional studio recording) of the track as it is being performed at the 2010 ESC: a full version on a CD; a full version without the lead vocal(s) (but including backing singer vocals) to be used as karaoke version; complete label copy including the following exact information on the
participating song (title, names of artists / composers / lyricists / publishers); Biographies (with English and French translations, as applicable), pictures of the artist(s), and any relevant material, for publication on the official website of the ESC.
2) Video of local performance, music and/or presentation video (the "Preview materials") in two copies on Digi-beta, Beta SP or SX tape
3) Two copies of a sound recording of its entry and the corresponding backing-track (which shall contain no vocals of any kind or any vocals imitations), where applicable.
4) Provide a video presentation of the song on stage by the artist(s) participating in the Shows (for internal use by the camera director, any format therefore being acceptable), clearly showing how the song will be performed on stage.
5) Complete the forms regarding information on the stage performance (including the positions and movements on stage), the performers, make-up and hair-dressing; indicate whether it wishes to use pyrotechnical effects on stage. This matter shall be
decided by the Host Broadcaster and the EBU Executive Supervisor in close cooperation with the fire and security authorities at the venue; if the material in question is needed by the artist(s), provide a written request to the Host Broadcaster to have a drum kit and/or grand piano made available on stage or
other instruments and/or stage design elements on stage for decorative purposes. No instruments on stage shall be connected to a microphone. (Dummy microphones shall be possible.) If the request is acceptable to the Host Broadcaster, the latter shall
accord its permission in writing.

During the Meeting of the Heads of Delegation, the Host Broadcaster shall, for the benefit of the Participating Broadcasters and the international press, inform them of the detailed running order of the Shows and provide a detailed rehearsal schedule. The running order of the contestants in the Semi-Finals and of the five contestants with guaranteed places in the Grand Final shall be decided through a draw.

The artists shall be required to agree to take part in press conferences if so requested by the EBU. The winning artist(s) shall obligatorily participate in the official press conference to be held on Sunday, 30 May 2010

Sanctions

A song may be disqualified for the following reasons:
(i) If there is evidence that an artist, a member of the delegation or a spokesperson has not complied with the requests of the Host Broadcaster and/or the EBU Executive Supervisor and may therefore cause disruption to the event and/or the broadcast
productions.
(ii) If the artist(s) depart(s) from the planned performance as performed at the dress rehearsals, and thereby cause(s) disruption to the event and/or the broadcast productions.
(iii) If a participating organization or artist(s) has in any way attempted to breach the present Rules at any stage of the preparation of the ESC, or is about to do so during the Shows themselves.
The decision to enact disqualification is taken by the Reference Group, on the recommendation of the EBU Executive Supervisor. If the disqualification of a song is decided upon before the meeting of the Heads of Delegation, the Participating Broadcaster shall be entitled to propose another song and to submit all related material by the date specified by the Reference Group. If disqualification of a song is decided upon after 22 March 2010, but before the day of the Semi-Finals, the Participating Broadcaster concerned shall not present its entry but shall remain entitled to vote and liable to pay its final participation fee.

A Participating Broadcaster may be sanctioned, and even excluded from subsequent Shows, if it:
(i) does not comply with the present Rules.
(ii) withdraws from the Shows after 14 December 2009.
(iii) does not submit its Jury's results in accordance with the Rules.
In addition, the Participating Broadcaster at fault may be required to pay a fine of from 5 to 10% (depending on the seriousness of
the breach) of its final participation fee. No exclusion shall be for more than three successive editions of the ESC.

(i) If the selected song (together with the backing-track) is not delivered the fine shall amount to 30% of the final Participation Fee (minimum 5,000 Swiss francs and maximum 20,000 Swiss
francs)
(ii) If the language of the lyrics of the selected song is modified after the meeting of the Heads of Delegation, the fine shall amount to 10% of the final Participation Fee (minimum 2,000 Swiss francs and maximum 7,000 Swiss francs).
(iii) If the title of the selected song is modified after the meeting of the Heads of Delegation, the fine shall amount to 10% of the final Participation Fee (minimum 2,000 Swiss francs and maximum 7,000 Swiss francs).
(iv) If the lyrics of the selected song, biographies and pictures of the artists and other information for the official website of the ESC and the CD DVD Compilation albums are not delivered at the meeting of the Heads of Delegation, the fine shall amount to 5% of the final Participation Fee (minimum 1,000 Swiss francs and maximum 4,000 Swiss francs).


Broadcast

Each Participating Broadcaster shall broadcast the Semi-Final in which it has a contestant, live in its entirety on one of its main national terrestrial channels. At the latest during the Meeting of the Heads of Delegation, the Reference Group shall inform the five Participating Broadcasters which are not competing in the Semi- Finals which of the two Semi-Finals they shall broadcast live. (this will be also determined by draw on 7th of February

In the Semi-Final in question their viewers are given the possibility to participate in the televoting, it being understood that the Semi-Final may be broadcast on one of the secondary national terrestrial channels. All Participating Broadcasters shall broadcast the Grand Final live in its entirety on one of their main national terrestrial channels. All broadcasters shall transmit the Eurovision signature tune and logo and the ESC 2009 logo at the start and at the end of the Shows.

All Participating Broadcasters shall furthermore be entitled to broadcast the Semi-Final for which they have no broadcast obligation either live on a secondary national channel or deferred on a main or secondary national channel.

Participating Broadcasters may also broadcast the Semi-Finals and the Grand Final:
live or deferred on their own wholly-owned radio, digital, or satellite channels, on a wholly-owned website, but only on a deferred basis, via mobile phones, provided that such transmission consists of the simultaneous, unchanged and unabridged retransmission of the terrestrial broadcast of the Shows, on their 100%-owned international generalist channels simultaneously with the live or deferred broadcasts of the Participating Broadcasters' own national broadcast of the Shows on their terrestrial channels without any editorial changes (i.e. including commentary, televoting information, etc.). Any such international generalist channel shall have no windows aimed at a particular country or group of countries. Nor shall it contain any advertising aimed at a particular country or group of countries, and its programming shall be at least 80% identical in content and to a large extent in time of scheduling.

Participating Broadcasters shall ensure that their commentators and spokespersons respect the spirit and fairness of the competition. The commentators and spokespersons shall not make any gestures or speeches of a political, commercial or similar nature or use swearing or other unacceptable language, and/or make any sexist, racist or otherwise unduly discriminatory comments about the artists or songs. Commentators shall refrain from talking during the performance of the songs and from urging the audience to vote for, or not to vote for, any particular song.

Each Participating Broadcaster shall make recordings of the second dress rehearsal of the Semi-Final for which live broadcast is compulsory and of the Grand Final. These shall be broadcast by the Participating Broadcaster in case problems occur with the live transmission.

Voting

The Final and semifinal of the 2010 Eurovision Song Contest will see a voting system, involving professional juries in all participating countries. Television viewers and juries will each have a 50 percent stake in the outcome of the results of all shows.

As reports Eurovision.tv participating EBU Member Broadcasters overwhelmingly reviewed the introduction of professional juries in the Final last year as a positive development. To increase consistency in the format of the Eurovision Song Contest, juries will thus also get a 50 percent stake in the results of the Semi-Finals of the 2010 Eurovision Song Contest, as well as in the Final. Viewers decide upon the other 50 percent of the outcome. The top-10 of the combined result in each Semi-Final qualifies for the Final of ESC.

For both the Semi-Final and the Grand Final, tele-voting is obligatory in all broadcasting countries. During the Semi-Finals and Final of the 2010 Eurovision Song Contest in Oslo voting lines will open from the start of the first song until 15 minutes after the end of the last song performed. Lines will be opening and closing at exactly the same time in all countries where the tele-voting actually takes place. Voters must be excluded from voting for the entry of their own country of residence, and this must be made known to them.
At least 24 hours before the Semi-Finals and the Grand Final respectively, each Participating Broadcaster shall publish, on its national ESC website or dedicated page, as well as on the teletext pages (text-TV) all the telephone numbers which will be used in its country during the televoting in the Semi-Final and the Grand Final.

The lines provided to receive calls must be equally accessible to any of the numbers being rung. The telephone network must ensure that at least 80% of the population of the country stands an equal chance of successfully calling in.

In case of a technical or similar failure in the televoting procedure and for determining the ranking of the songs only votes of the National Jury will be used.

Jury voting: 

• In each of the participating countries, a jury of five music industry professionals (including one jury chairperson) will judge the entries taking part in the Final. Their decision will be based on the second Dress Rehearsal.
• Viewers can vote by phone and/or SMS.
• Jury voting and televoting each count for 50 percent. In the final, combined results will be presented on-air by spokespersons in all participating countries
• The jury voting will be monitored by an independent auditor in each country
• The jury should consist of a variety of members in terms of age, gender, background
• All jury members must be citizens of the country they are representing
• None of the jury members must be connected with any of the participating songs/artists in such a way that they cannot vote independently. The participating broadcasters must send a letter of compliance with the voting instructions together with signed declarations by each jury member stating that they will vote independently
• Clear instructions will be given to the jury members on the criteria that they should apply to their judging:
- the potential for an international hit
- song structure, harmony, originality, arrangement, instrumentation
- performance and vocal abilities of the artists
- vocal, artistic abilities, expression, technique and intonation
• The names of the jury members must be revealed by the respective participating broadcasters before or during the Final
• The national juries will rank the songs after the Second Dress Rehearsal. The jury should convene on the day of the live shows.
• Each jury member of each national jury will make a ranking of his ten favourite songs and award points from 1 to 8, 10 and 12 points
• The chairperson will allocate 12 points to the song having obtained the highest number of votes from all jury members, 10 points to the song having obtained the second highest number of votes, 8 points to the song having obtained the third highest number of votes, 7 points to the next, and so on down to 1 point for the song having obtained the tenth highest number of votes from all jury members
• In the event of a tie for any of the above positions, the order of the tying songs shall be ascertained by a show of hands by the jury members (abstentions are not allowed)
• The jury voting will be monitored by an independent notary in each country
• The results of the national juries will be published by the EBU’s Executive Supervisor of the Eurovision Song Contest through www.eurovision.tv

The merge with the TELEVOTING results
• As usual, the televoting winner receives 12 points, the runners-up 10 points, them 8 points, and so on
• The EBU’s televoting partner Digame will merge the points given by televoters (1 to 8, 10 and 12) with the points given by the jury (1 to 8, 10 and 12) per individual country. Based on the combined points, the country with the highest points receives 12 points, then 10, etc.
• If there is a tie between two or more songs when the combined calculation between televotes and the jury votes is used to determine the final ranking of the songs in the Final, the song(s) which obtained the most votes from the televotes shall be ranked highest
• The spokesperson will read out only this combined result of each country. As usual, the points 1 to 7 will appear on screen. The spokesperson will then reveal 8, 10 and 12 points

The winner of the Grand Final is the song that has obtained the most points at the end of the voting procedure. Should there be a tie for the last qualifying position in a Semi-Final or for the first place in the Grand Final, the winner shall be the song which has obtained points from the highest number of countries. If the tying songs have received votes from the same number of countries, the highest number of 12-point scores shall be decisive. If the winner still cannot be determined by this procedure, the number of times ten points have been awarded shall be the deciding factor. If necessary, this method shall continue until account has been taken of the number of times one point has been awarded. In the very unlikely case that after applying the above procedure in a Semi-Final there is still a tie concerning the qualifying ranks and non-qualifying ranks, the tie shall be resolved by giving precedence to the country which was earlier in the running order for the Semi-Final in question. Should there still be tie in the final, both songs are declared joint winners of the competition.

If so required by the EBU, the Participating Broadcaster which has entered the winning song shall be obliged to host the next edition of the ESC. It must be able to provide a minimum financial guarantee of five million Swiss francs.

В финале и полуфиналах Евровидения 2010 будет использована система голосования, которая будет включать в себя профессиональные жюри в каждой из участвующих стран. Телезрители и жюри будут иметь по 50% веса в определении результатов конкурса.

Как сообщает официальный сайт конкурса, опрос, проведенный среди участвующих телеканалов показал, что абсолютное большинство из них позитивно восприняло идею добавления голосования жюри в финале конкурса, введенную в прошлом году. Для того, чтобы формат конкурса был более последовательным, принято решение, что с 2010 года как в полуфиналах, так и в финале конкурса 50% результата будет принадлежать голосованию жюри, 50%, как обычно, остаются за зрительским голосованием. Лучшая десятка суммарного голосования в каждом из полуфиналов выйдет в финал конкурса.

Телеголосование обязательно для всех стран, транслирующих полуфинал и финал конкурса. Во время полуфиналов и финала Евровидения 2010 в Осло голосование начнется с начала исполнения первой песни и продлится еще 15 минут по окончанию исполнения последней песни. Линии открываются и закрываются одновременно во всех участвующих странах. Голосовать за страну собственного местонахождения не разрешается.
Номера для телеголосования должны быть опубликованы участвующей телекомпанией на ее вебсайте не менее чем за 24 часа до начала полуфиналов и финала конкурса.

Линии, выделенные для приема звонков, должны быть одинаково доступны для любого из номеров. Телефонная сеть должна обеспечить, чтобы как минимум 80% населения страны имели равные шансы дозвониться.

В случае технического или иного сбоя в телеголосовании вместо телеголосования будут учтены только результаты голосования национального жюри.

Голосование жюри:

• В каждой из стран-участниц будет собрано жюри из 5 профессионалов в области музыки (включая одного председателя). Жюри будет принимать свое решение, основываясь на просмотре второй, вечерней репетиции финала.
• Жюри и телеголосование будут определять по 50% результата конкурса. В финале, их комбинированый результат будет оглашен в прямом эфире представителями всех участвующих стран
• За работой жюри в каждой стране будет следить независимый аудитор
• Жюри должно состоять из членов, разнообразных по полу, возрасту и положению
• Все члены жюри должны быть гражданами страны, которую они представляют
• Никто из членов жюри не может быть связан с любой из участвующих песен или артистов таким образом, что это может повлиять на его голосование. Участвующие телекомпании обязаны выслать организаторам письмо с подписями всех членов жюри, обязующихся голосовать непредвзято
• Жюри будут сообщены четкие критерии, которые они должны применять к своему голосованию:
- потенциал у песни стать международным хитом
- структура песни, ее оригинальность, гармония, аранжировка, инструментал
- исполнение и вокальные возможности артистов
- голос, артистизм, экспрессия, техника, интонация
• Имена членов жюри должны быть оглашены участвующими телекомпаниями до или во время финала
• Национальные жюри оценят песни по просмотру второй генеральной репетиции концертов, собираясь при этом, в день прямых эфиров.
• Каждый член жюри выставит 10ку наиболее понравившихся песен и оценит ее по системе Евровидения, 1-8, 10 и 12 баллов
• Глава жюри просуммирует баллы и 12 баллов от жюри уйдет песне, набравшей наибольшее количество голосов, 10 баллов - песне, набравшей второй результат, 8 баллов за третий результат и т.д. до 1 балла за 10й результат в суммарном голосовании всех членов жюри
• В случае ничьей за какие-либо позиции, порядок песен будет определяться поднятием рук членами жюри (воздерживаться от голосования не разрешается)
• За работой жюри будет следить независимый нотариус в каждой из участвующих стран
• Результаты голосования национальных жюри будут опубликованы исполнительным супервайзером конкурса на сайте www.eurovision.tv

Суммирование голосования жюри с результатами голосования телезрителей
• Как обычно, победитель в голосовании телезрителей получит 12 баллов, второе место - 10 баллов, затем 8 и т.д.
•  Партнер ЕВС в организации телеголосования, компания Digame сложит получившиеся десятки телезрителей (1 до 8, 10, 12) с баллами жюри (1 до 8, 10, 12) для каждой страны. В итоге, результаты голосования каждой страны также будут переведены в обычную систему, 12, 10 и т.д.
• В случает ничьей между двумя и более песнями при суммировании, приоритет в позиции будет отдан песням, набравшим наибольшее количество баллов от телеголосования
• Глашатай зачитает только этот итоговый, суммарный результат голосования каждой страны. Как и раньше, баллы с 1 по 7 автоматически появятся на экране, а затем глашатай объявит обладателей 8, 10 и 12 баллов

Победителем конкурса считается песня, набравшая наибольшее количество баллов по завершению голосования. В случае ничьей за последнее место в полуфинале, дающее право выхода в финал, или за первое место в финале, победителем становится песня, получившая баллы от наибольшего количества стран. Если это количество также одинаково, то победителем становится страна, получившая наибольшее количество 12 балльных оценок. Если и это количество одинаково, то считаются 10 балльные оценки и т.д. В случае, если в полуфинале вышеуказанная процедура так и не смогла определить финалиста, то право выхода в финал будет дано той стране, что выступала раньше (по порядку) в данном полуфинале. В финале, в случае если эта процедура не помогает определить победителя, обе песни провозглашаются совместным победителем конкурса.

Если это потребует ЕВС, страна, выставившая победившую песню должна будет организовать конкурс следующего года. Она должна дать гарантию минимального финансирования в 5 миллионов швейцарских франков.
