10/04 The Final of the 2009 Eurovision Song Contest sees a new voting system, involving professional juries in all 42 participating countries. Television viewers and juries will each have a 50 percent stake in the outcome of the Final. It is the first time since 1997 that juries will vote in all participating countries. Voting during the Semi-Final will remain unchanged compared to last year, but squad of jury in the final and semifinals will be the same.

Ruurd Bierman, Chairman of the Reference Group, explained the decision: "We strongly believe in televoting as a way of measuring the opinion of our millions of viewers across Europe. After the public debate about neighbour- and diaspora voting, we decided to give national juries a say in the outcome of the 2009 Eurovision Song Contest Final."

A survey amongst representatives of the participating broadcasters revealed that a majority is in favour of such mixed model. Such system also has great support amongst the fans of the Eurovision Song Contest.

“Nothing is more democratic than the vote of the public. But a jury takes the opportunity to listen to the songs several times, before they make up their minds. In Belgrade, last year, we saw a difference in judgment of the public and the back-up juries, and we believe a combination will make the show more interesting," said Svante Stockselius, Executive Supervisor of the Eurovision Song Contest on behalf of the EBU.

• In each of the 42 participating countries, a jury of five music industry professionals (including one jury chairperson) will judge the entries taking part in the Final. Their decision will be based on the second Dress Rehearsal
• Viewers can vote by phone and/or SMS. An on-screen clock shows the 15-minute voting window, after all songs have been performed. Up to 20 times from one phone is allowed, vote for own country is not possible.
• Jury voting and televoting each count for 50 percent. The combined results will be presented on-air during the Final by spokespersons in all participating countries
• The jury voting will be monitored by an independent auditor in each country
• The jury should consist of a variety of members in terms of age, gender, background
• All jury members must be citizens of the country they are representing
• None of the jury members must be connected with any of the participating songs/artists in such a way that they cannot vote independently. The participating broadcasters must send a letter of compliance with the voting instructions together with signed declarations by each jury member stating that they will vote independently
• Clear instructions will be given to the jury members on the criteria that they should apply to their judging:
- the potential for an international hit
- song structure, harmony, originality, arrangement, instrumentation
- performance and vocal abilities of the artists
- vocal, artistic abilities, expression, technique and intonation
• The names of the jury members must be revealed by the respective participating broadcasters before or during the Final
• The national juries will rank the songs after the Second Dress Rehearsal. The jury should convene on the day of the Final live show
• Each jury member of each national jury will make a ranking of his ten favourite songs and award points from 1 to 8, 10 and 12 points
• The chairperson will allocate 12 points to the song having obtained the highest number of votes from all jury members, 10 points to the song having obtained the second highest number of votes, 8 points to the song having obtained the third highest number of votes, 7 points to the next, and so on down to 1 point for the song having obtained the tenth highest number of votes from all jury members
• In the event of a tie for any of the above positions, the order of the tying songs shall be ascertained by a show of hands by the jury members (abstentions are not allowed)
• The jury voting will be monitored by an independent notary in each country
• The results of the national juries will be published by the EBU’s Executive Supervisor of the Eurovision Song Contest through www.eurovision.tv

The merge with the TELEVOTING results
• As usual, the televoting winner receives 12 points, the runners-up 10 points, them 8 points, and so on
• The EBU’s televoting partner Digame will merge the points given by televoters (1 to 8, 10 and 12) with the points given by the jury (1 to 8, 10 and 12) per individual country. Based on the combined points, the country with the highest points receives 12 points, then 10, etc.
• If there is a tie between two or more songs when the combined calculation between televotes and the jury votes is used to determine the final ranking of the songs in the Final, the song(s) which obtained the most votes from the televotes shall be ranked highest
• The spokesperson will read out only this combined result of each country. As usual, the points 1 to 7 will appear on screen. The spokesperson will then reveal 8, 10 and 12 points

Телезрители и жюри будут иметь по 50% веса в определении результатов конкурса. Впервые с 1997 года жюри будут голосовать во всех участвующих странах. Голосование во время полуфиналов не претерпело изменения, но состав жюри в полуфиналах и финале будет идентичным.

Опрос среди представителей участвующих телекомпаний показал, что большинство из них поддерживают идею о введении подобного смешанного голосования. Подобная система также имеет большую поддержку среди фанатов конкурса.

"Нет ничего более демократичного, чем голосование публики. Но жюри может прослушать участвующие песни несколько раз, прежде чем они смогут принять решение. В Белграде, в прошлом году, мы увидели расхождение во мнении публики и запасных жюри, и мы полагаем, что их комбинация может сделать шоу более интересным", заявил Сванте Стокселиус, исполнительный супервайзер конкурса от имени ЕВС.

• В каждой из 42х стран будет собрано жюри из 5 профессионалов в области музыки (включая одного председателя). Жюри будет принимать свое решение, основываясь на просмотре второй, вечерней репетиции финала.
• Телезрители смогут, как обычно, отдать свои голоса по телефону или СМС за время 15-минут, отведенных на это, после того, как все песни будут исполнены. Разрешено до 20 голосов с одного телефонного номера, не разрешается голосовать за свою страну.
• Жюри и телеголосование будут определять по 50% результата конкурса. Их комбинированый результат будет оглашен в прямом эфире представителями всех участвующих стран
• За работой жюри в каждой стране будет следить независимый аудитор
• Жюри должно состоять из членов, разнообразных по полу, возрасту и положению
• Все члены жюри должны быть гражданами страны, которую они представляют
• Никто из членов жюри не может быть связан с любой из участвующих песен или артистов таким образом, что это может повлиять на его голосование. Участвующие телекомпании обязаны выслать организаторам письмо с подписями всех членов жюри, обязующихся голосовать непредвзято
• Жюри будут сообщены четкие критерии, которые они должны применять к своему голосованию:
- потенциал у песни стать международным хитом
- структура песни, ее оригинальность, гармония, аранжировка, инструментал
- исполнение и вокальные возможности артистов
- голос, артистизм, экспрессия, техника, интонация
• Имена членов жюри должны быть оглашены участвующими телекомпаниями до или во время финала
• Национальные жюри оценят песни по просмотру второй генеральной репетиции финала. Жюри должно собраться в день самого финала.
• Каждый член жюри выставит 10ку наиболее понравившихся песен и оценит ее по системе Евровидения, 1-8, 10 и 12 баллов
• Глава жюри проссумирует баллы и 12 баллов от жюри уйдет песне, набравшей наибольшее количество голосов, 10 баллов - песне, набравшей второй результат, 8 баллов за третий результат и т.д. до 1 балла за 10й результат в суммарном голосовании всех членов жюри
• В случае ничьей за какие-либо позиции, порядок песен будет определяться поднятием рук членами жюри (воздерживаться от голосования не разрешается)
• За работой жюри будет следить независимый нотариус в каждой из участвующих стран
• Результаты голосования национальных жюри будут опубликованы исполнительным супервайзером конкурса на сайте www.eurovision.tv

Суммирование голосования жюри с результатами голосования телезрителей
• Как обычно, победитель в голосовании телезрителей получит 12 баллов, второе место - 10 баллов, затем 8 и т.д.
• Партнер ЕВС в организации телеголосования, компания Digame сложит получившиеся десятки телезрителей (1 до 8, 10, 12) с баллами жюри (1 до 8, 10, 12) для каждой страны. В итоге, результаты голосования каждой страны также будут переведены в обычную систему, 12, 10 и т.д.
• В случает ничьей между двумя и более песнями при суммировании, приоритет в позиции будет отдан песням, набравшим наибольшее количество баллов от телеголосования
• Глашатай зачитает только этот итоговый, суммарный результат голосования каждой страны. Как и раньше, баллы с 1 по 7 автоматически появятся на экране, а затем глашатай объявит обладателей 8, 10 и 12 баллов

Main rules of Eurovision Song Contest (as of 2009 edition):

The Eurovision Song Contest is a state-of-the-art, world-class television production of a music competition between songs representing different countries of the Members of the EBU. Only Active Members of the EBU are eligible to participate in the ESC. The Contest Final comprises two Semi-Finals and a Grand Final.

Organization.

Semi-Finals shall be held on Tuesday, 12 May 2009 and on Thursday, 14 May 2009. Each shall take place from 21.00 to approximately 23.00 CET. A Grand Final, which shall be held on Saturday, 16 May 2009 (from 21.00 to approximately 00.15 CET).

Application from broadcasters to take part in the contest are accepted till 15th of November 2008, preliminary list of participants is created and entrance fees calculated by November 30th, by December 14th particpants can withdraw without any financial consequences. Final entrance fees to be calculated by 4th of January and paid by 12nd of April.

The total production budget for the Shows is expected to be between 10 and 20 million Swiss francs. The contribution of the Participating Broadcasters to the total production budget of the Shows shall be 5.5 million Swiss francs.

A maximum total of 45 Active EBU Members shall be allowed to participate in the ESC. Active EBU Members from a maximum total of 25 countries shall compete in the Grand Final. There shall be five guaranteed places in the Grand Final, i.e. one for the Host Broadcaster and four for EBU Members from Germany, Spain, France and the United Kingdom.
Apart from the five above-mentioned Participating Broadcasters with guaranteed places, all Participating Broadcasters, from a maximum of 40 countries, shall contest one of the two Semi-Finals for the remaining places in the Grand Final. The Reference Group shall determine the allocation of the countries to the two Semi- Finals.
(this will be decided by draw on 30th of January, using 6 pots to which countries will be allocated considering analisys of voting patterns in Eurovision 2004-2008)
The order of appearance of the songs in the Shows is decided by means of draws organized by the Host Broadcaster (this draw will be held on March 16th). In each Semi-Final, a maximum of ten countries shall qualify for the Grand Final. Only nine countries in each Semi-Final (i.e. a total of 18) will be selected for the Grand Final, on the basis of the televoting results. Moreover, two additional countries (one from each Semi-Final) may be given a wild card to participate in the Grand Final by having scored the highest number of votes from the Stand-by Juries among the songs not already qualified for the Grand Final. The songs awarded the wild card shall be revealed only after the Grand Final.

In the Grand Final, the final scores of the songs shall be calculated on the basis of both the results of the televoting and the results of juries appointed. The exact composition of the juries and the method of combining the votes from the televoting and the votes from the juries to obtain the final scores of the songs shall be decided upon by the Reference Group and explained to the Participating Broadcasters at the meeting of the Heads of Delegation.

Should there be a tie for the last qualifying position in a Semi-Final or for the first place in the Grand Final, the winner shall be the song which has obtained points from the highest number of countries. If the tying songs have received votes from the same number of countries, the highest number of 12-point scores shall be decisive. If the winner still cannot be determined by this procedure, the number of times ten points have been awarded shall be the deciding factor. If necessary, this method shall continue until account has been taken of the number of times one point has been awarded. In the very unlikely case that after applying the above procedure in a Semi-Final there is still a tie concerning the qualifying ranks and non-qualifying ranks, the tie shall be resolved by giving precedence to the country which was earlier in the running order for the Semi-Final in question.

Should there is a tie in the results of wildcard procedure by the Stand-by Juries between two or more songs which have not already qualified for the Grand Final, the song which has obtained the most points from the televoting shall be awarded the wild card to participate in the Grand Final.

The final decisions on the format should be taken by the latest on head of delegations meeting on 16-17th of March 2009.

Entries

Each Participating Broadcaster shall enter a national song. The national selection procedure shall be decided upon by each participating Broadcaster as it deems fit, provided that all due transparency is ensured.
Each Participating Broadcaster shall make every effort to promote its national selection process in its national media, including promotional trailers for the 2006 Eurovision Song Contest and/or news coverage.
Each Participating Broadcaster shall publish on its national Eurovision Song Contest website or dedicated page the rules regarding its national selection process. Such a page should be established by 20th of January at the latest.
By 31 January 2009 each Participating Broadcaster shall publish on its national ESC website or dedicated page, as well as, if possible, on its teletext pages (text-TV) the rules regarding its national selection process.
It is recommended that each Participating Broadcaster should broadcast the Previews, in advance of the Shows.

The entry (lyrics and music) must not have been commercially released and/or publicly performed before 1 October of the year preceeding contest. The maximum duration of each song is three minutes. Each performance may consist of a maximum of six people on stage, all artists must be aged at least 16 on the day of the Semi-Final. No live animals are allowed on stage. Participating Broadcasters are free to decide in which language their artists will sing in. Artists shall perform live on stage, accompanied by a recorded backing-track which contains no vocals of any kind or any vocal imitations. The lyrics and/or performance of the songs shall not bring the Contest Final or the Eurovision Song Contest as such into disrepute. No political, commercial messages, swearing or unacceptable language are allowed. No artist may compete for more than one country in the ESC in a given year.

Each Participating Broadcaster shall make available to the Host Broadcaster, at the meeting of the Heads of Delegation:
a) the signed contract for the CD/DVD and Download compilation together with all the material requested by the record company (DAT, pictures of the artists in hard copy and jpeg, lyrics, biographies, etc.)
b) Two copies of a sound recording of its entry and the corresponding backing-track (which shall contain no vocals of any kind or any vocals imitations).
c) A video presentation of the song on stage by the artist(s) participating in the Contest Final (for internal use by the director, any format therefore being acceptable), clearly showing how the song will be performed on stage.
d) Two copies of a video clip of the song, on Digi-beta, Beta SP or SX tape, in the format of 4:3 to be used as a preview. It is recommended that each Participating Broadcaster should broadcast the previews in advance of the Contest Final.
e) A list of any requirements or requests with respect to instruments, props, pyrotechnics, and/or stage design elements on stage for decorative purposes. (No instruments on stage shall be connected to a microphone). Such written requests must be made at the latest by the time of the meeting of the Heads of Delegation.
f) The lyrics of the song in the language in which it will be sung at the 2006 Contest Final, together with English and French translations (as applicable), for duplication and distribution to the Participating Broadcasters. Changes to the lyrics, the name of the artist or group, the title of the song and the language of the song's performance (i.e. all elements which appear in printed material such as brochures, CD covers and booklets) shall be allowed only up until the meeting of the Heads of Delegation.
g) Biographies (with English and French translations, as applicable), pictures of the artist and any relevant material, as well as, on a regular basis, as much information and as many pictures as possible for, inter alia, publication on the official website of the Eurovision Song Contest.

During the Meeting of the Heads of Delegation, the Host Broadcaster shall, for the benefit of the Participating Broadcasters and the international press, inform them of the detailed running order of the Shows and provide a detailed rehearsal schedule. The running order of the contestants in the Semi-Finals and of the five contestants with guaranteed places in the Grand Final shall be decided through a draw.

The artists shall be required to agree to take part in press conferences if so requested by the EBU. The winning artist(s) shall obligatorily participate in the official press conference to be held on Sunday, 17 May 2009

Sanctions

A song may be disqualified for the following reasons:
(i) If there is evidence that an artist, a member of the delegation or a spokesperson has not complied with the requests of the Host Broadcaster and/or the EBU Executive Supervisor and may therefore cause disruption to the event and/or the broadcast
productions.
(ii) If the artist(s) depart(s) from the planned performance as performed at the dress rehearsals, and thereby cause(s) disruption to the event and/or the broadcast productions.
(iii) If a participating organization or artist(s) has in any way attempted to breach the present Rules at any stage of the preparation of the ESC, or is about to do so during the Shows themselves.
The decision to enact disqualification is taken by the Reference Group, on the recommendation of the EBU Executive Supervisor. If the disqualification of a song is decided upon before the meeting of the Heads of Delegation, the Participating Broadcaster shall be entitled to propose another song and to submit all related material by the date specified by the Reference Group. If disqualification of a song is decided upon after 17 March 2009, but before the day of the Semi-Finals, the Participating Broadcaster concerned shall not present its entry but shall remain entitled to vote and liable to pay its final participation fee.

A Participating Broadcaster may be sanctioned, and even excluded from subsequent Shows, if it:
(i) does not comply with the present Rules.
(ii) withdraws from the Shows after 14 December 2008.
(iii) does not submit its Jury's results in accordance with the Rules.
In addition, the Participating Broadcaster at fault may be required to pay a fine of from 5 to 10% (depending on the seriousness of
the breach) of its final participation fee. No exclusion shall be for more than three successive editions of the ESC.

(i) If the selected song (together with the backing-track) is not delivered the fine shall amount to 30% of the final Participation Fee (minimum 5,000 Swiss francs and maximum 20,000 Swiss
francs)
(ii) If the language of the lyrics of the selected song is modified after the meeting of the Heads of Delegation, the fine shall amount to 10% of the final Participation Fee (minimum 2,000 Swiss francs and maximum 7,000 Swiss francs).
(iii) If the title of the selected song is modified after the meeting of the Heads of Delegation, the fine shall amount to 10% of the final Participation Fee (minimum 2,000 Swiss francs and maximum 7,000 Swiss francs).
(iv) If the lyrics of the selected song, biographies and pictures of the artists and other information for the official website of the ESC and the CD DVD Compilation albums are not delivered at the meeting of the Heads of Delegation, the fine shall amount to 5% of the final Participation Fee (minimum 1,000 Swiss francs and maximum 4,000 Swiss francs).

Broadcast

Each Participating Broadcaster shall broadcast the Semi-Final in which it has a contestant, live in its entirety on one of its main national terrestrial channels. At the latest during the Meeting of the Heads of Delegation, the Reference Group shall inform the five Participating Broadcasters which are not competing in the Semi- Finals which of the two Semi-Finals they shall broadcast live. (this will be also determined by draw on 30th of January)

In the Semi-Final in question their viewers are given the possibility to participate in the televoting, it being understood that the Semi-Final may be broadcast on one of the secondary national terrestrial channels. All Participating Broadcasters shall broadcast the Grand Final live in its entirety on one of their main national terrestrial channels. All broadcasters shall transmit the Eurovision signature tune and logo and the ESC 2009 logo at the start and at the end of the Shows.

All Participating Broadcasters shall furthermore be entitled to broadcast the Semi-Final for which they have no broadcast obligation either live on a secondary national channel or deferred on a main or secondary national channel.

Participating Broadcasters may also broadcast the Semi-Finals and the Grand Final:
live or deferred on their own wholly-owned radio, digital, or satellite channels, on a wholly-owned website, but only on a deferred basis, via mobile phones, provided that such transmission consists of the simultaneous, unchanged and unabridged retransmission of the terrestrial broadcast of the Shows, on their 100%-owned international generalist channels simultaneously with the live or deferred broadcasts of the Participating Broadcasters' own national broadcast of the Shows on their terrestrial channels without any editorial changes (i.e. including
commentary, televoting information, etc.). Any such international generalist
channel shall have no windows aimed at a particular country or group of countries.
Nor shall it contain any advertising aimed at a particular country or group of
countries, and its programming shall be at least 80% identical in content and to a
large extent in time of scheduling.

Participating Broadcasters shall ensure that their commentators and spokespersons respect the spirit and fairness of the competition. The commentators and spokespersons shall not make any gestures or speeches of a political, commercial or similar nature or use swearing or other unacceptable language, and/or make any sexist, racist or otherwise unduly discriminatory comments about the artists or songs. Commentators shall refrain from talking during the performance of the songs and from urging the audience to vote for, or not to vote for, any particular song.

Each Participating Broadcaster shall make recordings of the second dress rehearsal of the Semi-Final for which live broadcast is compulsory and of the Grand Final. These shall be broadcast by the Participating Broadcaster in case problems occur with the live transmission.

Televoting

For both the Semi-Final and the Grand Final, tele-voting is obligatory in all broadcasting countries.
There shall be a fixed voting window of at least fifteen minutes with the lines opening and closing at exactly the same time in all countries where the tele-voting actually takes place. Voters must be excluded from voting for the entry of their own country of residence, and this must be made known to them.
At least 24 hours before the Semi-Finals and the Grand Final respectively, each Participating Broadcaster shall publish, on its national ESC website or dedicated page, as well as on the teletext pages (text-TV) all the telephone numbers which will be used in its country during the televoting in the Semi-Final and the Grand Final.

The lines provided to receive calls must be equally accessible to any of the numbers being rung. The telephone network must ensure that at least 80% of the population of the country stands an equal chance of successfully calling in.

Each Participating Broadcaster shall appoint a National Jury whose votes shall be used in case of a technical or similar failure in the televoting procedure and for determining the ranking of the songs in the Grand Final as per a calculation method to be decided upon by the Reference Group.

12 points should be allocated to the song having obtained the highest number of votes, 10 points to the song having obtained the second highest number of votes, 8 points to the song having obtained the third highest number of votes, 7 points to the next, and so on down to 1 point for the song having obtained the tenth highest number of votes.

The winner of the Grand Final is the song that has obtained the most points at the end of the voting procedure. Should there be a tie for first place the above mentioned rule applies. Should there still be tie, both songs are declared joint winners of the competition.

If so required by the EBU, the Participating Broadcaster which has entered the winning song shall be obliged to host the next edition of the ESC. It must be able to provide a minimum financial guarantee of five million Swiss francs.

The artists shall be required to agree that the winning artist(s) shall go on a promotion tour of a maximum ten days, organized by the EBU, in order to achieve the maximum attention and publicity after the event. The details of this promotion tour, which shall include a public reception in the home country of the winning artist(s), shall be presented at the Meeting of the Heads of Delegation, and the final planning and scheduling shall be agreed between the winning artist(s) and the EBU during the evening after the Grand Final.

Конкурс песни Евровидение - это передовая телевизионная программа мирового уровня, включающая в себя музкальное соревнование между песнями, представляющими страны - члены Европейского Вещательного Союза (ЕВС). В конкурсе могут принимать участие только Активные члены ЕВС. Конкурс состоит из двух полуфиналов и финала.

Организация

Полуфиналы должны состояться во вторник, 12го мая 2009 года и в четверг, 14го мая 2009 года. Каждый полуфинал будет проходить с 23.00 времени Москвы по, ориентировочно, 01.00. Финал должен состояться в субботу, 16го мая 2009 года (c 23.00 по, ориентировочно, 02.15 времени Москвы).

Прием заявок на участие в конкурсе продолжается до 15 ноября 2008 года, предварительный список и расчет взносов за право участие должны быть проведены до 30 ноября, до 14 декабря участники имеют право снять заявку без каких-либо финансовых последствий. Окончательный расчет взносов должен быть произведен до 4 января, а оплачены они до 12 апреля.

Ожидается, что общий бюджет конкурса составит от 10 до 20 миллионов швейцарских франков. Из них 5.5 миллиона вносятся участвующими телекомпаниями.

В конкурсе могут принять участие не более 45 стран - активных членов ЕВС. В финале конкурса принимают участие 25 стран. 5 стран автоматически гарантируют себе сесто в финале конкурса - это страна-организатор, а также Германия, Испания, Франция и Великобритания.
Не более 40 стран могут принять участие в полуфиналах конкурса. Оргкомитет конкурса определяет каким образом эти страны будут разбиты на два полуфинала.
(это будет решено жеребьевкой 30го января, но с использованием 6 корзин, в которые страны будут помещены в соответствии с анализом итогов голосования в конкурсах 2004-2008 годов)
Порядок выступления во всех концертах определяется жеребьевкой (она пройдет 16го марта). Из каждого полуфинала по 10 стран выйдут в финал конкурса. Только 9 стран из каждого полуфинала пройдут в финал по результатам телеголосования, а две дополнительные страны (по одной из каждого полуфинала) будут добавлены по результатам голосования национальных жюри участвующих стран. Какие конкретно страны получили данные вайлдкарты не будет объявлено до окончания финала конкурса.

В Финале, результат будет подсчитан, учитывая результаты голосования телезрителей и назначенных жюри. Окончательно, каким образом должно быть сформировано жюри и метод суммирования баллов телезрителей и жюри будет определен оргкомитетом конкурса и разъяснен участвующим телекомпаниям на встрече глав делегаций в марте.

В случае ничьей за последнее место в полуфинале, дающее право выхода в финал, или за первое место в финале, победителем становится песня, получившая баллы от наибольшего количества стран. Если это количество также одинаково, то победителем становится страна, получившая наибольшее количество 12 балльных оценок. Если и это количество одинаково, то считаются 10 балльные оценки и т.д. В случае, если в полуфинале вышеуказанная процедура так и не смогла определить финалиста, то право выхода в финал будет дано той стране, что выступала раньше (по порядку) в данном полуфинале.

Если страны, претендующие на вайлдкард от национальных жюри набрали одинаковое количество баллов, то преимущество дается той песне, которая набрала большее количество баллов при телеголосовании.

Окончательно все вопросы, связанные с организацией конкурса должны быть решены самое позднее - на встрече глав делегаций 16-17 марта 2008 года.

Участники

Каждый участвующий телевещатель выдвигает песню. Правила национального отбора могут быть определены участвующей телекомпанией по ее собственному разумению, при условии надлежащей прозрачности процесса.
Каждая телекомпания должна приложить все усилия для осуществления продвижения информации о собственном национальном отборе в национальных СМИ, включая показ рекламных роликов и репортажи в новостных выпусках.
Каждая телекомпания должна опубликовать на своем национальном сайте Евровидения или специальной странице правила проведения национального отбора. Подобный сайт или страница должны быть открыты не позднее 20го января.
До 31го января на нем должна быть размещены правила проведения национального отбора.
Каждой стране рекомендуется перед конкурсом транслировать превью (видеоклипы участников) для ознакомления с шоу.

Участвующая песня (текст и музыка) не должны быть коммерчески выпущены и/или публично исполнены до 1го октября года, предшествующего конкурсу. Максимальная продолжительность песни должна составлять 3 минуты. Во время каждого выступления на сцене имеют право находиться до 6 человек, всем из которых должно исполниться 16 лет на день полуфинала конкурса. Живые животные на сцену не допускаются. Выбор языка исполнения является свободным и осуществляется участвующими телекомпаниями. Все артисты должны исполнять песню вживую, в сопровождении минусовой фонограммы, которая не должна содержать каких либо вокалов или имитаций. Текст песни и выступление не должны навлекать на конкурс плохую репутацию. Песни, содержащие политические или рекламные послания, ругань или нецензурные выражения до конкурса не допускаются. Артистам не разрешается представлять на Евровидении более чем одну страну в текущем году.

Во время встречи глав делегаций каждая участвующая компания обязана предоставить следующие материалы о своей песне:
1) подписанный контракт на выпуск CD/DVD и продажу официальных mp3 записей, включающий в себя все материалы, требуемые звукозаписывающей компанией (DAT, фотографии артистов в печатном и компьютерном вариантах, текст песни, биографии исполнителей и т.д).
2) Две копии записи песни и ее минусовой фонограммы (которая не должна содержать никакие виды вокала или имитации).
3) Видеозапись сценического исполнения песни (для внутреннего использования режиссером конкурса), точно показывающая каким образом песня будет исполняться на сцене.
4) Две копии видеоклипа на песню на Digi-beta, Beta SP или SX кассете, в формате 4:3 для использования в качестве превью. Всем телекомпаниям рекомендовано до конкурса провести показы данных превью записей всех стран участниц.
5) Список дополнительных требований для сценического оформления, включающий в себя музыкальные инструменты, пиротехнику и сценические элементы декоративного свойства. (Никакие инструменты на сцене не должны быть подключены к микрофону). Подобные требования могут быть сделаны самое позднее во время встречи глав делегаций.
6) Текст песни на языке исполнения, а также его английский и французский переводы для распространения участвующими телекомпаниями. Все изменения в тексте песни, в названии и именах исполнителей, названии песни и языке исполнения (то есть во всех элементах, используемых в печатных материалах) допускаются только до проведения встречи глав делегаций.
7) Биографии (с английским и французским переводом), фотографии исполнителей и любые дополнительные материалы для публикации на официальном сайте конкурса.

Во время встречи глав делегаций, телекомпания организатор должна информировать участвующие телекомпании и международную прессу о порядке выступления стран и расписании репетиций. Порядок выступления стран в полуфинале и пяти гарантированных финалистов определяется жеребьевкой.

Артисты обязаны принимать участие в пресс-конференциях по требованию ЕВС. Победитель конкурса обязан будет принять участие в официальной пресс-конференции 17го мая 2009 года, в воскресенье.

Санкции

Песня может быть дисквалифицирована по следующим причинам:
1. Если есть свидетельства того, что артист, член делегации или "глашатай" не выполняют требования телекомпании организатора и/или исполнительного супервайзор и могут своими действиями помешать проведению и/или показу шоу.
2. Если артист отклоняется от запланированного выступления, такого каким оно было на генеральных репетициях и тем самым мешает организации и/или показу шоу.
3. Если участвующая телекомпания или артист пытаются любым способом нарушить правила проведения конкурса на любом этапе его подготовки или проведения, или планируют нарушить их во время самих шоу.
Решение о дисквалификации принимается оргкомитетом конкурса по рекомендации исполнительного супервайзора.
Если дисквалификация песни определяется на встрече глав делегаций, телекомпании может быть предложено выставить другую песню и подать весь необходимый материал до даты, определенной оргкомитетом конкурса. Если песня дисквалифицируется после 17го марта 2009 года, но до полуфинала, участвующая телекомпания не сможет заявить новую песню, но будет обязана провести голосование и заплатить полный взнос за право участия в конкурсе.

К участвующей телекомпании могут быть применены санкции, вплоть до исключения из предстоящих шоу, если
1. Она не выполняет правил конкурса
2. Снимает свою заявку после 14го декабря 2008 года
3. Не подает результаты голосования жюри в соответствии с правилами.
Могут быть также наложены дополнительные санкции в размере от 5 до 10% от членского взноса. Санкция в виде исключения из конкурса не может быть наложена более чем на 3 года.

1. Если выбранная песня (или ее инструмента) не подаются вовремя - штраф составит 30% членского взноса (минимум 5000 швейцарских франков - максимум 20000).
2. Если язык исполнения песни будет изменен после встречи глав делегаций - штраф составит 10% членского взноса (от 2000 до 7000 франков)
3. Если название песни будет изменено после встречи глав делегаций - штраф составит 10% членского взноса (от 2000 до 7000 франков)
4. Если текст песни, биографии или фотографии артистов и иная информация, необходимая для официального вебсайта конкурса и официального альбома конкурса не будет подана во время - штраф составит 5% от членского взноса (от 1000 до 4000 франков)

Эфир

Каждая участвующая телекомпания обязана показать в прямом эфире тот полуфинал, в котором она принимает участие в полном объеме на одном из своих главных наземных телеканалов. Организаторы конкурса уведомляют 5 стран, не принимающих участие в полуфиналах, какой из двух полуфиналов они обязаны показать в прямом эфире. (это будет определено жеребьевкой 30го января)

В транслируемом полуфинале зрители этих стран также смогут принять участие в телеголосовании, хотя полуфинал может быть показан этими странами на второстепенных национальных телеканалах. Финал конкурса должен быть показан всеми странами на одном из основных национальных каналов. Все страны обязаны показывать логотип и мелодию Евровидения перед началом и после окончания шоу.

Все участвующие телекомпании также имеют право показать второй полуфинал, в котором они не принимают участие, либо в прямом эфире на второстепенном национальном канале, либо в записи на основном, либо второстепенном национальном канале.

Участвующие телекомпании имеют также право транслировать конкурс в прямом эфире или в записи на национальном радио, спутниковых каналах, через собственный вебсайт (но только в записи), через мобильные телефоны, с условием, что данная трансляция будет аналочична, той, что транслируется на основном телеканала, без каких либо редакторских правок (включая комментарий, информацию о телеголосовании и т.д), а также на иностранных наземных версиях национального телеканала на тех же условиях, без каких либо окон (комментария либо рекламы), нацеленных на определенную страну или группу стран.

Участвующие телекомпании должны убедиться в том, что их комментаторы и лица, оглашающие результаты голосования следуют духу соревнования. Они должны воздерживаться от каких либо жестов, либо высказываний с политическим, рекламным или подобным подтекстом, не использовать грубых или нецензурных выражений, недопускать расистских или дискриминационных комментариев об участниках или песнях. Комментаторы должны воздерживаться от разговора во время исполнения песни, а также не призывать зрителей голосовать за или против какой-либо конкретной песни.

Каждая участвующая телекомпания обязана записать вторую генеральную репетицию того полуфинала, в котором она голосует и финала шоу. Они должны быть запущены в эфир в случае проблем с прямым эфиром шоу.

Голосование

Телеголосование обязательно для всех стран, транслирующих полуфинал и финал конкурса.
Для телеголосования выделяется фиксированное окно длиной по меньшей мере в 15 минут, линии открываются и закрываются одновременно во всех участвующих странах. Голосовать за страну собственного местонахождения не разрешается.
Номера для телеголосования должны быть опубликованы участвующей телекомпанией на ее вебсайте не менее чем за 24 часа до начала полуфиналов и финала конкурса.

Линии, выделенные для приема звонков, должны быть одинаково доступны для любого из номеров. Телефонная сеть должна обеспечить, чтобы как минимум 80% населения страны имели равные шансы дозвониться.

Каждая участвующая телекомпания должна назначить национальное жюри, чьи голоса будут использованы в случае технического или иного сбоя в телеголосовании и для определения рейтинга песен в финале конкурса по методу, определенному оргкомитетом конкурса.

12 баллов каждая страна дает той песне, которая получила наибольшее количество голосов, 10 баллов - песне занявшей 2е место, 8 - третье, 7 - четвертое и так далее до 1 балла - песне занявшей десятое место по количеству полученных голосов.
Победителем конкурса считается песня, набравшая наибольшее количество баллов по завершению голосования. В случае равного количества баллов у нескольких стран в финале конкурса применяется процедура описанная выше. В случае если эта процедура не помогает определить победителя, обе песни провозглашаются совместным победителем конкурса.

Если это потребует ЕВС, страна, выставившая победившую песню должна будет организовать конкурс следующего года. Она должна дать гарантию минимального финансирования в 5 миллионов швейцарских франков.

Участвующие артисты должны дать согласие на то, что в случае их победы - они отправятся в промо-тур, продолжительностью не более 10 дней, который будет организован ЕВС для получение большего внимания к победителю конкурса после его окончания. Детали промо-тура, который должен включать в себя прием в родной стране победителя конкурса, должны быть презентованы на встрече глав делегаций и окончательно утверждены с победившим исполнителем вечером после завершения финала конкурса.
